It's like giving Franky a bounty and having him remain on Water 7 to get arrested. Jinbei staying there would only be inviting trouble (the Marines) to come and find him, not peace. That's backwards. I don't mean Luffy would offer his protection directly, but that Luffy could claim the island (were it in chaos) as his own, which in turn protects it to a degree (due to his infamy) as he becomes more and more famous. I don't think Luffy will do it necessarily, but I see it as a definite possibility. In any case, Luffy always leaves places he visits in a better resolve and position when he leaves (WG buildings aside). Surely there are more people strong enough at FI to watch over the place? They just never had the chance to strengthen themselves as a whole. Luffy could give them the resolve, not just Jinbei. Jinbei staying there would be dumb, as an Admiral would just blow the place up looking for him. It's like inviting a Buster Call.

And luffy has never left an island claiming it to be his. It would be the first time and will be surprising since he hasn't reached WBs fame level to protect islands like that. If there where so many strong fishmen there to protect the island why was it necessary for WB to put it under his protection?
You raised a good point with the admiral attacking the island to catch jimbei. But jimbeis is imo too powerful for the crew. He has too much connections knows too much high ranked people (personally not like robin who knows them from reading newspaper). And he was a shichibukai and know how the marines operate.
