I imagine that the reason for this is because of how much of a pain in the ass mecha are to animate.
Didn't Sasaki also wreck the Battle Franky before the final blow? Cause that's not clear from how it's animated. In fact, yes, it's not even clear that Sasaki is defeated like Zephray said--which is a problem from the manga too. But, at least with Jimbei vs. Who's who they gave the final blow a little more power than before. Here, it feels like they animated a few of the inbetween scenes well, but the final attack for Franky vs. Sasaki was just an afterthought. It's a shame.
Big step up from Shaolei Li's previous two episodes (986, 1029), but the same issues persist.

It certainly doesn't help that Franky's fight was popping in and out of the background over the course of like two whole volumes while the Black Maria fight was dealt with much more concisely once the camera swung around back to it. Very pre-time skip-like as a matter of fact. Going from "giant-ass, hallway-destroying cannon blast" to "dinky little laser beam" still feels a little weird.
Robin's stuff and the flashback lent itself well to Yamauchi's direction and storyboarding style compared to his first Onigashima episode, just like his RED tie-in episode. As I expected young Robin did get recast but the new actress does sound pretty close to the old one; if I didn't know better I'd think it was the old one putting on a child-like voice as opposed to simply being a child like back in 2006.
Interesting choice to lay ethno wailing over the BGM when Yamato went on the attack. That was probably the most notable part about his segment.
