Most people judge the bounties because the characters are the heroes and we know too them too well. I think that the PERCEIVED threat level of the character to the government is what really matters, not just what he has done. Think some examples, like Bon Clay, that only gets 32,000,000 after escaping the government and helping the Strawhats to escape. He was even bellow Bellamy, for example, but it was probably because Bellamy was seen as more of a threat than Bon Clay.
My opinion is that Nami and Chopper will not receive bounties. Even the defeat of CP9 won't be enough to give them bounties right now. They are largely unknown figures, and are far bellow the government's radar. If the government even knows they exist, they are probably seen as just lackeys, not key figures of the Strawhat crew.
- Luffy will probably get a bounty raise. I would think something between 150-250 Million. Maybe 300 million at must.
- Zoro will certainly get some raised bounty as well. I would give him 100-120 million after all he has done so far (slicing trains in half, slicing the gates of the Courthouse, defeating "Ship-cutter" T-Bone and finally defeating Kaku).
- Sanji will get his bounty as well, in my opinion, and it will be something between 90-120 Million.
- Sogeking… I don't know. He helped in the train, convinced the giants to help, burned the Government Flag and will probably defeat one of the most powerful of the CP9. Is it enough? I don't know. Maybe the government just see his "flag burning" act as following captain's orders and won't think Sogeking is a true menace. If, however, Usopp get a bounty, it will either be very low (20-50 Million) or very high (80-100 million), but at this point I really don't know if he is going to get one.
- Franky will get a bounty, I think, but the exact value I can't figure. He is not a big threat to the government right now, since he burned the blueprints of Pluton, so maybe he gets a bounty by joining the pirates and because of his acts against the government. His bounty will probably be on Sogeking's level (either very low or very high).
- I don't think Robin's bounty will go up. Her perceived threat level is pretty much the same from before.

Just to clarify, this is the criteria I follow to guess bounties:

No Bounty: A criminal that is just a goon, and seen as minimum threat that can be neutralized by destroying his master/captain/boss.

Lower then 5 million: Bounties for minor nuisances from the four Blues.
(Mountain banditis, most minor pirate captains that can escape capture) -
Between 5 and 10 million: Pirate captains and major criminals that give continual trouble to the government and/or marine in a region (like the Blues).
(Jango, Alvida) -
Between 10 and 30 million: Major criminals from the four Blues, or minor nuisances capable of surviving in the Grand Line.
(Buggy, Krieg, Arlong, Masira, the other monkey captain, Luffy [after defeating most of the pirates in this list]) -
Between 30-60 million: Major criminals of the Grand Line
(Bellamy, Zoro [after defeating 100 Bounty Hunters and Mr. 1]) -
Between 60-100 million: Major threat level. Grand Line master villains that cause major trouble and can defeat easilly most of opposition of the Marine or Government.
(Crocodile, Nico Robin, Luffy [after defeating Crocodile], Rockstar) -
Above 100 million: Elite criminals that have real power in their hands, or whose existance can truly undermine the government's power.
(Bartholomew Kuma, Don Quixote Del Flamingo, all the big fish that are yet to appear)
It is hard to separate any bounty above 100 million in further levels, since he have no idea of what these guys did or what can they do.
