Zeff, Calgara and Norland have at least fought in the series, so a made up moveset for them would be quite cool as a bonus…but Belle Mere, Fish Tiger and Rocinante gave no clue of an offensive approach (I mean, stealth in a fighting game doesn't work, so Rocinante is out), so I believe it would just be a boring thing to see.
I would love to see more characters in game like everyone else, but I think you guys may have gone overboard. Alvida could be a great support thing, but to be a fighting character? I really don't see how...and she was awful in the Grand Battle series, so her past in fighting games is a no good.
I feel the same about Jango, Hatchan, Garp, Tashigi, Rayleigh and Sai...why invest time in characters bound to be made-up-move-set-ones if we have such diversity in the show? Bring in Hina, Wapol, Wiper, Buggy, Kuro, Krieg, Arlong, Kalifa, Kaku, Jabra, Blueno, Bellamy, Monet, Miss Golden Fingers, Mr.1-3 & 5, Foxy, Moria, Kuma, Magellan, Ivankov, Shiki, Zephyr, Vander Decken, Baby 5, Bartolomeo, Gladius, Hody, Ceaser, Pica, Rob Lucci, Teach and the likes of them.

As for the "bonus" flashback characters, I would say that none of them are at all needed for a great One Piece fighter, but I wouldn't mind them.
(I honestly forgot that Rocicante hadn't fought, but i feel Fisher and Belle Mere are certainly fighters in some manner, theres evidence of that.)
I used to feel the same as you in regards to made up movesets, but due to games like Smash Bros, I've begun to accept the idea that, though they'd probably get messed up
if this team attempted, it is certainly possible for a fighting game team to be creative and do an impressive job.
For instance, I'm amazed that you can't see how Alvida could be a good character. She has a cool Devil Fruit that would allow her to slip and slide all over the stage and has a big ass club that she could throw or hit people with. Her Devil Fruit could also have a logia-like dodge mode for blunt attacks, where things just go right off of her.
Jango is admittedly harder to imagine (he'd be way better in a 2D fighter), but he could throw or hold his chakrams and his specials could revolve around making opponents fall asleep or possibly putting them in a berserk mode that makes them stronger but unable to defend. You just have to use your imagination!
Hatchan, Tashigi, Rayleigh and Sai have all fought enough to have movesets, easily. Garp has haki and rokushiki, so he could fight kinda like CP9 or Vergo, but with the addition of ranged cannonball attacks.
I do agree with you though that characters that would be actual guesses wouldn't be fun. Like, I'd hate to have Shanks, Kaidou, or Dragon.
And I love your idea to include Hina!
Kinda eh on 5, because thats a lot of BW, but I'm not against it. I'd rather have Ms. Merry Christmas honestly, with Mr.4 as a partner perhaps?
I'm also kinda eh on Shiki and Zephyr as movie characters, but they are canon, so I wouldn't be pissed.
Decken is a little limited, but only as much as like Jango, so I'd be hypocritical to dismiss him as a good idea on that front, but unlike Jango hes only in one arc so far, so I'm not super eager.
Still I'm not super optimistic about this game because I'm not in charge of it. I'm very particular.
