I've confirmed the shrouded figure at the end of the chapter. It is -100%- Aokiji! Not only do they cut off the figure at the head to hide his afro, but they show his shoes. Go to volume 34. Same shoes.
I've been waiting for him to show up this arc since they said, "No one knows his whereabout as of after the battle". He never left!

I think it's been stated, but a paramecia user doesn't lose their body characteristics when in the water. Luffy is still rubber underwater.
Like you said it suppresses abilities like when Marco got handcuffed he could no longer use his Phoenix powers to heal.
I think inside the cage they can still use their abilities, but to phase out of the cage he would have to touch it thus negating his ability.
I think Robin was saying Haki let's you touch the real person like sea water/ kairouseki would but it doesn't have the added effect of negating their use of their ability.
I like how you compared paramecia to logia, though need to point out not all paramecia have similar 'body charactistics' like Luffy.
As you pointed out, Luffy's body is ALWAYS made of rubber thats why it can strech, even under water, but some like Daz Bones or Galdino have to activate their power so if they were submerged like Luffy, Daz Bones would not have a body part that was a blade, nor could Galdino coat his body with wax. -

Galdino I'll agree can't create wax underwater. But I'm wondering if Daz Bones body would still have the quality of hardness or steel that it normally has. Even though being underwater he wouldn't be able to form attacks that use blades.
Adding to that Luffy and Robin have shown the use of their abilities underwater. Although it was limited.

But Aokiji saw Law in the war, so why would he then say to Law "You have grown a lot" if he by what we can tell not really changed physical size since the war? The person has to be someone from when Law was growing up.
But then again he could mean grown mentally but that would be weird seeing as Law is on the ground in extreme pain….

Marineford is a big place, we can't assume each character saw every other character in the war. Even if he briefly saw Law across the field of battle, his saying this is still possible.

I agree with it being Aokiji, and the shoes are the same, but you can't just base your entire theory off shoes. I wouldn't suspect Oda to reuse a shoe design, let alone any design, but still that can't be the only evidence you use to base your theory

Yes Marineford is a big place but the whole war stopped while Law etc. were standing waiting for Luffy to be put in and Aokiji did also try freeze them into the bay so he was within a range to easily see him IMO.
And of course Aokiji could have some history with Law but I don't see it happening seeing as he already has history with a more important figure in the story.

More than just the shoes, the posture the man is making and the height match Kuzan, too. Plus, it would make sense for him to still be around the island somewhere. He fought a duel on this island, lost, and quit the Marines in disgust. From Oda drawing him as a kid, he was implied to be homeless, so he really has nowhere in particular to go.
Other than him, it's either Joker or Vegapunk, with Vegapunk being the least likely, though not impossible. It's about time we got to meet the guy who was supposed to explain everything about DFs and was first mentioned almost 250 chapters ago…

Because Kuzan wasn't near-mortally wounded…. I'm sure the lovely weather on the island healed him up just fine during the two years in which he did absolutely nothing but wait around on a dead island. The posture and clothes don't match either. It's obviously a coat, not a cape/jacket and his hands are BEHIND his back, indicative of a scientist pose, in my opinion.
