No, h doesn't have to. It's just a shounen tradition to have names for all your attacks and to say them before you use them. No clue why. Everyone in the series does it. ^^

I don't think anyone has to say their attack names to do so (he's done attacks before without saying it's name). He just likes to say them. (it's also a shonen anime tradition to say your attack name as you unleash it.)

it kind of reminds me of kendo where you have to anounce (well more like yell out) where you are going to strike before you do otherwise it doesnt count

It's to belittle your opponent.. like "hah, I told you what I was gonna do and you still fell for it.. sucker!"

It's called a Kiai (I think) or "Spirit Yell". Basically, Luffy yells out "Gumo Gumo no…" to frighten his opponents (Somewhat) and to psyche himself up. When you let out a yell, it increases your courage.

True. In martial arts, a Kiai is said also to increase your strength. Which is why the characters always yelling so much when powering up in Dragonball and DBZ. Which makes all the people who make fun of it somewhat racist.

Well, I'll admit I never knew that, but it's still a tradeoff. You're giving out tactical information in exchange for the strength. Some would consider the tactical information more valuable.

it's ok. yelling attack names isn't as bad as giving out an elaborate details about how an attack works, like in naruto.
besides, you've got to yell out something. otherwise you're gonna have attacks that yell out "NUOOOOOOOO~!" like taikobou's in houshin engi.

Basically its a way to let people know what the names of the attacks are.

Yep, it's all tradition, every Anime/Manga does it, but you'll notice it doesn't always have to be said, such as, occasionally in DBZ you'll see Goku fire a Kamehameha without saying it.

While it's a tradition it still doesn't mean those has to be there but I guess I've gotten pretty used to these awkward spirit yells.

In my karate clubs, we got the following explanation… it is indeed a "Kiai," however, it's not only used to psyche yourself up... but also to psyche your opponent. LEtting out a violent scream while you punch can shock the opponent. It's actually about appearing much more threatening than you already do.

Oda-sama is an insanely huge Akira Toriyama fan. I'm guessing that's where he got the idea of yelling out attack names.
However, Luffy doesn't always have to. I'm sure there are several times where he doesn't in the intensely fierce final duel against Crocodile…but it's force of habit for him still. They all use it.
They don't have to yell the proper name either, since Usopp has called out one attack and then used another against several opponents (my favorite was with the Jalapeno star against Mr. 5.)

Ah so thats what that is, very interesting. Truth be told I just thought it was pretty cool and was there to add to the comic's effect but this is even better. Now I know what to tell people when they wonder why my comic characters always yell out their attacks. :P
