It's not betrayal, just a strategic retreat. Mr. 3 abandoned Buggy to his luck during Marineford, but that was to accomplish his goal of saving Ace and, more importantly, honoring Bon Kurei.
Nothing wrong in voting for Otohime now and honoring her dream, to then rejoin the great Buggy when he rises further next year. At least I hope you will consider observing campaigns before voting! :D

I always pay attention to campaigns, it's just that right now, Buggy has a slight lead. If Otohime's campaigns are amazing, then she might get my vote instead.
