Great I typed up an entire response and when I´ve clicked the submit button the whole page hung up. This isn´t the first time that it happened in the new forums. Well anyways, let´s see what I can remember of it.

well Luchi has never officialy been established as the field commander of the 4 but its easy to see by the way he acts he keeps them in line and orders them around and Jabura does exactly the same with his team he keeps those other two retards in line and orders them around so im sure he is considered the leader of his squad.
The reason why he hasn´t been officially established as the field commander is obviously because this is not a title Oda came up with. Lucci is the leader of the team. He doesn´t require a special rank to lead the other three (four if you count Hattori). It was probably like this, Spandam sent them four out and the one of them who he considers as best one in that position was meant the leader by him. And we see that Lucci´s character and power seem be fitting to lead the team. That´s probably why Spandam chose him.
It´s basically the same as when Nami or Zoro take on the lead when the Strawhats got seperated. It´s part of their character and of their abilities to act as a group leader (depending on with who they walk with). But unlike for CP9 it´s not the captain who decides the leader, it is the situation itself. However Nami and Zoro´s characters make them accidental leaders as much as Lucci´s character may have made Spandam make Lucci the leader.
and they should be considered squads(or any other name for diffrent units) since these two groups havent worked togheter for atleast 5 years (maybe never).
Just because you think they should be considered as squads it doesn´t mean that Oda made them squads.
Besides let´s say for instance that within those five years there was on time where there was two missions on different islands at the same time, that both required two CP9 agents. And let´s say that Spandam and Jabura went to the one island to accomplish their mission and that Fukuro and Kumadori went to the other island to accomplish the other mission. Would you then say that there´s three CP9 squads? Furthermore, how would the ranking system work then if it would really be those team ups I´ve just mentioned?
and about the fights Kaku is for me reserved for usopp cause of what he did to merry(that smiling bastard) and Blueno goes to sanji and Luchi is promised to luffy so that leaves calipha and in my opinion having Zoro fight the weakest of the old guys is anti climatic.
and thus i think he should fight the best of the other 3 simply cause Zoro always gets the second strongest(which im sure is the second team commander).
Ehem sorry if I disagree here, but I consider Kaku definitely as the second strongest CP9 character here. Except for Lucci no other CP9 member had as much spotlight over the entire arc as Kaku.
Just think back before the identity of the CP9 agents was revealed, Kaku and Lucci were both candidates for the Strawhat´s new carpenter. Of the Galley-la workers Kaku, Lucci and Paulie were getting the most focus. They were the highlighted characters of the early Water 7 arc. Most people where actually even expecting Kaku to join or at least many were cheering for him.
And when he was revealed as a CP9 member he also had more spotlight then Blueno and Calipha. He maybe doesn´t talk as much as Lucci, but that is of course because Lucci has to be established as this arc´s supreme bastard with the largest ego, but anyways Kaku was somehow more present then the other two. He blocked Zoro, while Lucci was focusing on Luffy, he pierced Zoro and he even had the one or the other line coming out of his lips. And on the Umi-Ressha it was him who realized how strong Sanji is, he just didn´t have to speak it out loud. Of all what happened in the entire arc, Kaku definitely had more spotlight then any other CP9 member except for Lucci.
That´s why I consider him the second strongest. And that´s why I think he would be to much for Usopp to take. But he would be perfect for Zoro.

Well basically you actually countered your own argument. Franky maybe can´t say Spandam´s full name, but at the same time I haven´t actually heard Luffy refering to Lucci by his real name yet. He just talks about the pigeon guy and that is enough for us to know that Luffy wants to kick his ass. So why shouldn´t Franky (who is practically a weirdo) be the same? I mean jsut because he says Spanda it doesn´t mean that he doesn´t have any clear will to beat him up.
Other then that the heroes (which includes Luffy) were also tooken by the architecture of Enies Lobby or should I rather say they were tooken by the Gate of Justice? There´s nothing wrong with it. I myself was tooken by the Gate of Justice, but that doesn´t mean that I stopped looking forward on how Luffy is going to beat the hell out of Lucci.
Same goes for Luffy, the Gate grabbed his attention for some moment, but it doesn´t mean that it stopped him with his mission. Don´t see why Franky should be different. Plus didn´t he tell Sanji, Sogeking and Usopp that they should get back to town and don´t worry about him because he has a plan? I think that Franky is very well interested in dealing with Spandam. And don´t forget about the 200 million Beli. I´m still sure that they will be of any importance here.
But as wolfwood has said it. There´s no need on reviving that discussion. I just wanted to say my part about the "Sp-Spanda/Pigeon Guy" argument.
