There were younger ones. Like the agents in Whiskey Peak. Maybe there where some in the numbered line as a main or partner, but we don't know that.
As got Goldenweek looking "shorter", you have to admit Oda's style was pretty tall with just about everyone back then.

The girl that took Usopp's goggles is definitely filler. The manga didn't even show Usopp getting his goggles. Oda mentioned it in an SBS though, he didn't draw it due to space/page restrictions.
Actually we saw it in the manga (more correct in the SBS).
In the early volumnes Oda presented from time to time some skizzes and one was the page where Usopps buys his goggles.
Sry, can`t find a link to that page right now, but believe me it exists.So he already had drawn some skizzes but couldn
t use them because he had to keep his chapters short. (Also because he wanted to have in chapter 100 that the crew enters the GL, he couldnt use the Daddy Masterson sidestory in Loguetown(-here we also have skizzes of Daddy Masterson-)!

Nah, I'm pretty sure there will be plenty of Boa in this chapter along with Monkey.
As for Roronoa, Tony Tony, Nico and the rest of the Straw Hats, we'll probably see them next chapter.
