Ah~ My bad! I totally forgot about that! o3o Hmm.. Well, maybe your theory about it affecting only warriors could turn out correct then. But still why wouldn't it affect non warriors? How can it distinguish civilians from warriors? I think that as long as it's not controlled, Haki can affect anyone. For example if Luffy was in the middle of a town and let a burst out now that he doesn't control it, he would probably knock out several civilians without meaning to.

what if this haki burst can work the same way as like Fairy Law. You know the User distinguished all who he see as enemies and it works that way. Rayleigh saw mermaid, hatchi, glove, and 9 pirates that looked like they were fighting guards. He then recognized them as friends and sent out blast. All those not recognized as friends were affected. Law and Kidds crew too, since not recognized as friend.
Not sure where slaves were or not, but not hard for him to also see collars and be like "ok they friend too" I mean constantly we are hearing each time that Luffy does this Haki burst people are commenting "he is doing it unconsciously and can't control it" Now how can they tell that he can't control it? At Amazon Lily he told them he didn't know anythign they were talking about so they figured it that way. But now at the War, they mentioned his control and intent before he even mentioned to Iva that he didn't know what he was talking about.
So only thing they saw was that Marines AND PIRATES were knocked out unconscious. Thus my reasoning why it is like Fairy Law. If Luffy could control his Haki burst then only Marines would have been knocked out, because he would have seen all pirates there as allies at the moment.
edit: thus why when rayleigh did it, we have no affect on possible weaker strawhats of Nami/Usopp/or others you think may have at least "almost passed out" if not passed out
