According to Smoker, seastone actually emits an energy that exists in seawater, so being near to it is enough to be affected by it apparently (unless it's shielded somehow I guess).
On the other hand, it could just have been that Smoker was worried that it wasn't worth the risk to try and slip out as smoke.
Logia Fruit Users are a bit more vulnerable to the sea and seastone than Paramecia users because they can turn their powers off and on at will.
Paramecia Fruit powers remain active even when the user is immersed in water because their bodies have been permanently changed by the Fruit (Luffy's ability to stretch was unaffected by the lagoon in Arlong Park and Mr. 3 was able to float because his body is made of wax). Logia Fruit users have to make the consciously decision to change their bodies to and from their elements, which also seems to require the ability to move and control their bodies.
Ener was unable to move due to Wiper's seastone and, as a result, was unable to avoid the Reject Dial because his inability to move prevented him from simply turning to energy to avoid the blow.
If even part of Smoker's body brushed the bars while in smoke form, then his body would have locked up. He would have either reverted to human form part of the way through the bars or would have been stuck in smoke form and unable to move.
how come luffy can have water up to his knees but untill he notices it it doesnt affect him?

I think that falls into the same category as Elmer Fudd not noticing he's run off a cliff until he looks down.
That or he notices it when it starts to affect him.

Certain clouds have particulates of seastone that were thrown into the atmosphere by volcanoes. So those clouds have the same properties as seawater.
