I think they'd explode. It'll be like eating two DF and having the demons inside or whatever fighting and ending up killing the person who ate them…just without the person in the middle.

It looks to me like he's saying there are 5 devil fruits capable of giving flying powers.

Well, it's prefaced with a specific devil fruit. I just take "powers" to be short for "devil fruit powers" because of the context. But more importantly, Oda only left himself with 4 more ways to give people the ability of flight (short of undiscovered ones like I assume Robin's is). I'd assume that he has 4 fruits in mind, but I suppose it could be 3 fruits and some crazy other thing. But would that really matter so much?

Well people with Devil Fruits have been referred to as "Power Users" on more then one occassion in One Piece.
So yeah that "five types of powers that allow flight" statement is likely only talking about Devil Fruits.

If we think about it. We have Golden Lion (Kinjishi), Pell, Buggy, and Laffite. That means there's only room for one more flyer assuming Robin doesn't count. I'd think if that was the case, the final would be another bird zoan model, since there aren't very many. I'm still holding on to my hope that maybe Pell was only referring to zoan types, which would give Oda a lot more room to work with in the New World.

We know nothing about thet Golden Lion guy and if you're going to count Buggy then you might as well count Crocodile or any other logia-type Power Users so right now we've only seen two: Pell and Lafitte.

Wasn't Golden Lion called the "flying pirate" or am I mistaken? I counted Buggy in because the word "fly" was tied to him in the Impel Down chapters. Of course, if it just meant zoans then I feel a lot better and all of this Buggy talk is meaningless.

Well, I've never seen a logia user float in the air before that I can remember. The ability to fly should also provide the ability to float.

Because airplanes and balloons aren't powered by devil's fruits. I suppose there could, in theory, be a jetpower devil's fruit that would allow the user to fly only while in rapid movement like a plane. But we're talking about logia users, right? You have to read the context as well. Or are you saying that you expect a logia user to be able to fly but not be able to float?

I expect Kizaru to fly and even space-travel, but not float. I imagine Smoker is able to float in addition to the flight he has shown, but the floating would be a little wobbly. Ace can float, but only float UP.

Maybe we don't have a solid definition of flying that we agree on. I view the power of flight to be full control in the air. Up, down, left, right, stop, go, etc. Buggy can do this with 90% of his body. While I've seen logia users cover very large distances in the air, I've never seen them execute a decent level of control while in the air.
Certainly if logia users can fly, they wouldn't count towards the five because we'd already have too many. If they don't count, paramecias probably also wouldn't count. Here's to hoping that that's the case.

Logia's seem to be more propelling themselves from their starting position. More effective perhaps, but basically nothing more then a flashy jump.
Buggy I say no. No matter how much control he has in the air he has to be partially grounded and within range of his feet. I think him as a magnet. I can cause a magnet to float over another, and even control it's movement, but it's far from flight.

Buggy was probably only sent to Impel Down because that he was caught on Grand Line. I don't think they wanna bother sending weak East Blue pirates all the way to a prison near Grand Line.
My theory is that Morgan's marine base was the only prison in East Blue. As Morgan was still a lower ranging marine without his own base when the fake Kuro was caught, they had no place for Kuro and chose to execute him soon.

Luffy is probably also based on Son Goku in some points (big eater, he's a small boy fighting adult enemies, he has an upgrade and so on).
But the biggest similarity is their "monkeyness". Son Goku was directly based on a monkey king. Luffy has "monkey" in his name, makes faces like a monkey, likes climbing in trees and even has the intelligence and mentality of a monkey.
My question is; Why didn't Oda "equipped" Luffy with a monkey tail just like Goku?
