That's the thing, she's actually a pretty good actress when she's NOT playing Luffy. She plays like, four characters in Sonic now, all of them sound totally fine, plus Lyserg in Shaman King. 9 times out of 10 if you qualify as an ACTOR, then you know how to ACT. Direction and what people will tell you to do ends up being what makes it bad. I'm sure if given better direction the NY-based cast from the old dub could've done a DECENT job, although as someone who also comes form NY, I think the VAs from Texas and LA are overall a lot better.
I think a bigger problem is that the One Piece dub was pretty rushed. 4Kids typically dubs series with a "mass production" mentality, meaning they'll essentially blitz through as many episodes as they can. It's why, for example, Pokemon is so close to its Japanese version in terms of episodes.

Actually, 4Kids has had nothing to do with Pokéfor for the past two seasons now, Pokémon USA and TAJ are the ones rushing through all of the episodes.

Actually, it doesn't seem like Chopper mentions the rumble ball there, but rather he just uses it's attacks. Someone who didn't know about the rumble ball might assume he could use guard point and jump point at any time.

In the second disk, a whole line went without dialogue and the subtitles went in suit. The whole thing screamed "budget job thrown together to get the kiddies' money."

And I think both Mayumi Tanaki and Kappei Yamaguchi are required to exhibit just as much range, and they do so quite well. They are the two most irreplaceable seiyuu on the show IMO.

And one more thing that might have been answered already, but I forgot: what curse words are they aloud to use in the dub? I know shit and fuck are completely too harsh, but what about ass? (Since Luffy always says he's going to kick someone's ass)

Nooo..it was a black-face clown character. I'm not defending the change, it seems unecessary since Mr. Popo aired completely unedited on tv, but I'm saying it's totally understandable why they would do something like that. People ranting that they simple "changed a black character to white because they're racist" are uninformed and being ignorant. 4kids is a crap-company but that particular edit had sensable reasoning behind it.
Like, recently North American Shounen JUmp edited Chocolove's lips completely out and even changed his name to the far less kewl "Joco" out of fear that people would get upset…Jeez..I dun even think ppl would care that his name was Choco, it's not like it was Charcoal black or something. And unlike Mr.Popo the character's personality wasn't stereotyped or downplayed at all. After the american releases of Slam Dunk got away with the whole "gori" thing and noone got sued or upset, I think they could've let anything slide that's not intentionally racist or offensive.

What Luffy says in Japanese could be translated to any number of things. It literally means "send flying".
They could use "I'll kick their ass!" but they don't really have to. That's just what the fan subs use.

Maybe I shoulda specified that I meant the broadcast. xD I don't recall ever hearing the word "ass" on Toonami, but I think I read somewhere that they could allow it.

Yeah, but it just seems… too easy to do that (not that he wouldn't be good...). On a funny note, Takeshi Aono (Mihawk and other various voices throughout the One Piece movies) is Joker's Japanese dub voice for the Batman TAS. Wish I could find a clip of what he sounded like.
But yeah I see someone like Jerry Jewel playing him and/or Spandam. And since Vic didn't get Usopp or Luffy, I think he'd do a great Pell and/or Kaku.
