Well, the first thing you need is a SHITLOAD of money.
That way you can hire class employees, get some offices, get advertising space and most importantly wine and dine Japanese execs to convince them to sell them the license and most importantly buy the rights to the series for publishing in the US.
If you can do that then we can begin to talk about specifics.

To say that dream is unrealistic is stretching it. Can't you just be like Tazmo and make money illegally off of other people's work?
As Omae said, starting a manga company – any company -- is a hassle in itself. You need money, devotion, and most of all, a market. Think about it this way: You DO manage to start your own company, taking out a few loans and hiring a few dozen employees. What next? You need to actually have a marketable product or service to start a business and keep it running, and as far as I can tell, manga is NOT the ideal product: You need to buy the rights, translate it, print it, etc.
If you feel you've reached a calling, then more power to you, but I'd recommend finding some good OEL artists/writers before you go out on a limb.

first of what i would recommend is that you go to college and get some kinda buinsess degree(is that the right word ?) like what my friend is getting at the moment(its called "egen företagande" in swedish dunno the english name and it basicly teaches you how of starting up and run your own company ) so that you actualy have a clue about what you are doing and then after that it stears into what Goandersson and Omae said.
