I think Spandam will use him as a point of leverage over Iceburg, who he originally planned this around, but seeing as Franky is alive, he can use it against him too, to probably better affect.
I think Tom has been held in a jail cell, deep within this place Eneas Lobby for the last 8 years, which I assume at this point is a major government detention/execution ground on the Grandline. Just think of the imagery, Oda could use. Tom a mermen version of a Puffer fish, who has a very large proud stature, being reduced over the span of those 8 years, to a shriveled up, disheveled old man, who has been become very weak & fragile.
Who has probably undergone a great deal of torture, physically & mentally by Spandam, probably a lot interrogation over the blue prints. Just think how profoundly heart breaking that would be for Ice or Franky, to see Tom still alive, in such a pitiful state.
I think it would be a perfect chance for Oda to help the reader take Spandam more seriously as a villain & a chance for Franky to really fight CP9 with all his might.

Yeah and when Franky sees him, Tom'll go "Tahahaha, I'm alive!" and make it seem like nothing's wrong.
Excellent chapter. the scene with Chopper saving Iceburg and Paulie out of the fire has become one of my favorite moments.
