Before Dragon was revealed to be a D, I had a theory that his real name was D. Ragon. Turns out he's just Monkey D. Dragon, which is even more retarded. ^^;
Anyway, I was under the impression that Blackbeard has to physically touch them to neutralize them. Logia can't manipulate people from a distance like some Paramecium can. For example, Crocodile can manipulate the sand from his body and throw it, or even fire his hook forward like a projectile, but he can't extend his body beyond its normal limits. Notice that he took vehicles and had to walk places. Ace could project fire from his fist, but like Crocodile, could not grab things from a distance, he had to come into contact with them. It's the same with Enel, Kuzan and Blackbeard. They have to physically touch their opponent or use a projectile to harm them.
That also includes their movement, with Enel being the notable exception. Enel could teleport, but his teleportation was limited to a small sphere of influence. If he could teleport wherever he wanted, he wouldn't have needed Maxim. He could, for example, teleport from Upper Yard to the Cloud City, or from the Cloud City to the palace. Enel could also project his power much further than the others, it seemed, being able to strike Skypeia with Lightning from Upper Yard.
Kuzan, Ace, Blackbeard, and Crocodile all had some alternate form of transportation, but could not teleport like Enel. Kuzan used his ice power to freeze the water and then rode a bike across it. Ace used his flame ability to power an engine for his surfboard boat. And Crocodile used Banchi, a giant turtle, to cross the desert.
Some Paramecia can affect people from a distance. For example, Bleuno used his Doa Doa power to make a door out of Luffy's face. Doflamingo seems to be able to manipulate people from a distance with his Suji Suji no Mi (If he does have a devil fruit). Robin can sprout limbs on anything with a direct line of sight to her.
That's one advantage that Paramecium have over Logia. Some of them can manipulate things remotely. Logia, however, cannot.
