Why I think Dragon is evil;
1; He is powerfull, and a revolutionist. Yes, his revolting against the corrupt WG, but he probably has his owns plans (Darth Vader-ish plans).
2: He is the only D. who looks evil.
3: He hasn`t been bonding with Luffy, making it easier for Luffy (and us) to see them fight.
I think Dragon is the Darth Vader of One Piece. He is opposing an evil force (WG) but he probably has his own plans, and I think he will try to make Luffy join him. But in the end I think it will end with a father-son fight. And besides, Luffy has a fathers-figur in Shanks already, so if Shank and Dragon are enemies then there is no doubt that Luffy and Dragon = Darth Vader and Luke Skywalker.

Weighing whether the WG is corrupt or not only matters in the present. Corruption matters most at the top. Thus the fact that the BC was ordered from the top to cover up a huge scandal in Ohara is an example of corruption. Furthermore, as a government with a law system, they are also corrupt. They would just be a brutal government if they did not hold trials. Tyrants. But the fact remains that they hold trials in a judge and jury system. Yet they say, the only verdict ever obtained is one of guilty. Why is this, it is because the jury is composed of criminals who want to see others suffer as they have. Holding trials with a rigged jury is another sign of corruption.
So in reply to the question, "Is the WG corrupt?" The obvious answer is yes. The second question to ask is, " does the WG help people more than it hurts them?"

In any case, Has it occurred to you that Ace and Luffy may actually be cousins? Notice we didn't see Sukazuki's face. Maybe Portgas D. Sukazuki? That would actually make sense, because it's strongly implied that Garp was the former Aka Inu. Notice his hat and his ship. If Sukazuki replaced Garp in the position, it would be more of a family transition and therefore make a lot more sense.
We actually saw most of his face, and he doesn't look much like Ace to me. Then again Dragon doesn't look like Luffy. Sure Oda didn't show his eyes, but if as you seem to think it's foreshadowing for a future link between Sakazuki and a Strawhat member I think it'd be with Sanji, as it'd make sense that the hood and cap hid the curly eyebrows. Personally I don't think it's the case at all. The only character I can see Akainu being related to is Vice Admiral Helmet. They share the same view on Justice and look disturbingly alike. Maybe brothers.

Dragon: Contemporary and potential aquaintance of Gol D Roger. If roger discovered something in raftel that put to question the dogmatic authoritarian directives of the world government, then after his death, others would have wanted to further his revolutionary goals. Sort of like a civil rights activist child of a patriotic WW2 veteran.
is it just me or does this sound like a very likely meaning of One Piece. what better way to get ppl interested, than the pirate king saying he left all of his treasure in "one piece." so the SH's make it raftel find a poneglyph that solidifies the theory that WG was involved in what happened 800 years ago. oh ye, there just happens to be a poneglyph reader and captain with a father whose life goal is to overthrow the WG.

To me Garp looks like Luffy while Dragon kinda looks like Ace.
