I saw a similar discussion in JoJoHot's forum and think that it is something that very few have spot.
Spandam is a WEAK, SCHEMING, UNDERHANDED and INCOMPETENT scum. I stressed on his incompetence because it was shown to us how careless, thoughtless and silly he was.

But how did he managed to climb up to the position of Chief of the most powerful Cipher Pol group? Was he that capable? Or was it only because his father held the post once and so it was handed down?
Why did Aokiji entrusted him with the power of the Buster Call? It was stated the Buster Call can only be used by the 3 Generals and the Top Admirals, that CP9 can only use it one time, through General Aokiji.

Why only through Aokiji and not the other generals?
The guess and theory that I am putting up is this:
Spandam and his father, Spandine, have knowledge of something that they manipulated and exploited Aokiji with.
There are many hints in the recent chapter that actually make me wonder whether the Buster Call was given to Spandam because of what they know, that Aokiji was the one who let Nico Robin go.
Hint no:
1. The first instant of the Buster Call is the one used on Ohara Island as shown in Nico Robin flashbacks. It is given to the CP9 of then by Admiral Sengoku. The Buster call seems to be part of that whole mission.
Chapter 396 [Null] - Admiral Sengoku demanding Saul to follow orders
Chapter 395 [Null] - Spandine told us who gave him the buster call and activating it
CP9 have access to the Buster Call but it seems like they were only told to use it when Ohara is found guilty.
Does this mean that they always have this privilege? Or is it just for this particular mission?
My guess is that they never had such power.
