Hello. I have been visiting this forum for some time and this thread in particular since I like to collect One Piece volumes and databooks. I have a theory on why the numbers from characters introduced in Impel Down and the Summit War don’t make a lot of sense.
Back in November when the Impel Down set was released, there seemed to be some discussion regarding if Jinbe would get one of the first numbers because he was one of the Straw hats. Someone suggested counting the characters to see if there was a space for him between characters that got a card in the set, so I did that and came with this list:

Because of this I thought that if Jinbe would get one of the first numbers it would be on an updated card released later. When the Whitebeard pirates set was released in December and Jinbe’s number was revealed, I thought that I must have missed a character. While waiting for the Extra character cards to catch up I made a list for the remaining characters up to Sabo which was released in that set and was introduced a little after the war ended.

These characters still go in order with other Extra characters, but not with characters that have their own card. Then there are these characters:

They also appeared in Impel Down, but their numbers don’t go in order with the other characters, instead being between characters introduced in Marineford. Curiously, had Doha Ittanka II been given a number before Puzzle Sasori where it belongs, he could have the space that was intended for Jinbe. The next set of numbers, 0622 to 0626, seemed to have been reserved for later.
With the latest set I noticed that Bastille’s number now corresponds with his introduction in Dressrosa. Also, that characters introduced after the end of the war but before the timeskip still have their original intended numbers. This created a situation where Ninth, who appears in a chapter after Candre, was given a much higher number. Since Gorilla was the last character introduced before the timeskip, that means numbers 0678 and 0679 were intended for the first characters introduced after the timeskip in chapter 598, Sancrin (Brook’s manager) and Humphrey (the bar owner that talks with Nami) respectively.
Most likely the characters featured in the Extra Characters Summit War Vol. 10, which will consist of the remaining captains from the Whitebeard alliance, will continue with number 0679 and the remaining empty numbers after the Fake Straw Hat Crew, Caribou, Coribou and Surume. The numbers will probably continue to be “pushed” until some point in Punk Hazard or Dressrosa, whose sets where released after the second Starter Set, and considering Bastille’s number they most likely fixed their list by then.
Notes: I reorganized the numbers from the list I made of characters appearing in the same panel to match the order in Extra Character cards, still have not figured out how they decide the order in those cases. Some of the characters I listed also appear in the same panel: Rush and Great Michael in chapter 563 and Kinga and Agsilly in chapter 570.
I listed 16 characters after Ninth which would fit on a card, but some of them might not be clearly visible to be considered or have different designs depending on the chapter which may affect the order. For example, Andre is more clearly seen in chapter 570 and has different attire that the one in 558. Brew also seems to have an even more distinct design in chapters 575 and 577.
There’s also the possibility that they use the numbers 0622 to 0626. The characters that I’m sure will get a number are Andre, Blondie and Amadob, as they are also featured in the GREEN Secret Pieces and BLUE DEEP characters world databooks.
Thanks to Captain M for his spreadsheet. It has proven very useful for guessing character numbers.

Hookay, visual guide time. I'm continuing to assume that Arthur is intended to be 0652, but we'll see how right that is or isn't about a month from now.
I think for numbers 497 - 499, 622 - 626 and 679, we will get them covered in the last EX card, but they'll be groups of characters. As in, the three members of the Macro Pirates and five members of the Giant Squad, all with individual names and numbers but sharing the one description. The odd amount of space this method will take up will probably be the reason they weren't included in earlier cards. 679 will be the animals that Luffy and Rayleigh trained with, collectively taking up a single number, if I had to guess.
Also, unless I've forgotten someone, we're at an even 600 characters now. Roughly half of the upper limit suggested by Stussy's number (though we should be getting a new higher number next month through Flampe).

It's funny, just the other day I was saying to someone on Reddit I was giving up hope of the final Whitebeard allies showing up at all, because despsite the amount of empty space after Surume, they still had a lot of Fishman Island characters to deal with, but your idea of offsetting the EX characters going forward inspired me to give it another look. And you know what? It actually works!
Let me show my findings.
Note that I've just pulled lists of characters from the wiki and added in the new ones I spotted from the cover stories of the time and slapped them in next to empty spaces in that area. They're not meant to be in their actual order or anything like that, they're just showing what kind of space needs to be filled. Albion and Doughty, for example, were introduced soon after the timeskip but are near the end here because I straight up nearly forgot them. I've been generous in places, counting currently nameless characters who could be skipped, like Tonjit's family and Makino's daughter, but this leaves the possibility open for one or two new characters to be named in their place, like that Marine from Jinbe's flashback with the really tall head.
Edit: I realised as I hit post there were a couple more characters to find, like Splash and Splatter, who I was even complaining about the other day, and the other noble Mjosgard is seen talking with. But I don't think there's enough missing to meaningfully change end result of EX characters catching up around the end of Punk Hazard.

I'd also be interested in trying to fill in the gaps, but I'm pointedly leaving it entirely until after the last two sets are out. What's on that last Marineford EX card is going to have a huge impact on how that's handled.
I think we're likely to get some animals - the sea bests the Fishman Pirates rode at least - but probably fewer joke characters than the early sagas had. I get the impression Oda has become less inclined to name purely background characters with time. All the new characters from Impel Down were at least speaking roles. Wonder if that's purely his choice or the lack of databooks for nearly 6 years after Deep Blue just not giving him the chance.
Hope we get to know Big Mom’s bounty as well as the likes of Oven, Daifuku, etc in the next booster pack.
PS. I still don’t get why Bobbin is regarded as one of the heavyweights in Big Mom Pirates, with a merely 105 mil bounty.

I don't think Big Mom's card will reveal her current bounty, that's something I think will be saved for the manga but as for Daifuku and Oven I do hope their cards reveal their bounties.

Four of the shichibukai had bounties under 100 mill. Bounty aint everything.

I was surprised by the older info I'd forgotten. Thinks like Moria's zombies being called "marios" (that wasn't anywhere in the official translation, was it?) and the KumaA, KumaB and KumaC theory for Perona's bears, which I don't think has been properly reflected in any translation to date. None of that's new info, but it had totally slipped my mind until now.

Oh, the info on Oars is interesting. I'm surprised to learn he was born after the Void Century, when I would previously have guessed he was alive during it. I feel like the info here is both evidence for and against the idea of him creating Wano. Obviously, with its varied climates and rivers between provinces, Wano feels like a land cobbled together from smaller islands, but at the same time, 500 years feels waaaaay to young for it. Time will tell, I suppose. None of the info we have on Ryuma says how long ago he's meant to have died, right?

Just caught up to the thread today, and I didn't realize there could be a "demand" for scans, as opposed to the photos Redon is usually kind enough to post each month. Although I can't possibly be as timely as the usual contributors on this thread, I've been buying the packs each month or two and scanning them when time has allowed, just caught up to the last pair yesterday. I wanted them to be crisp on my 10" tablet and have been using a convenient feed scanner at 600 dpi settings for my own personal Vivre Card digital collection, with scans coming out at 2700x3900 pixels or so. From there, I crop a small amount to trim off any empty sides and make the cards the same size, but I always save the originals just in case… I'd hate to have to re-scan them all!
So, not intending to step on Rika's toes, but when I saw their post I thought perhaps I'd offer my labor of love as well. I have a Mega account, and just uploaded my .cbr file of the original Starter Set here: https://mega.nz/#!sgZkSAZA!XyIks2YfEwLsOs-HUv5vkUZnOmfbo7H7Y5N1euEnxHk (326.5 MB). While I have to say that .cbr is an odd format to have chosen, I'm very happy to see it done. The level of quality is incredible!

cbr is not a really odd format. It is a comic/manga reader program. Make your setting so that you can change the extension of the file. Change it to .rar And then un-rar or un-zip it.
You can access those pictures individually.

Haha, I inadvertently made this a file format discussion too!
I prefer digital manga, so when I purchase new volumes I work with them to make a .cbr copy for my own collection of files, which is the best way for me to read instead of using different apps for different publishers/languages, etc. Thanks to the threads I've followed on AP, I now buy OP in English (print/digital) and both digital versions in Japanese (monochrome/color), so it's very nice to have them all in "the same spot." I also have a large CD collection and have decided to use the feed scanner at this quality to make real backups of the albums, music + scans, so .cbr has become a convenient format for me to gather images into one file and still have them be viewable without extracting them. :happy:

Weixiaobao, perhaps this will be perfect for what you need… my steps for this image collection were to remove the scans of the jackets (cards only), crop images to a uniform 2700x3850 (removing outer edges with any empty space), then save the cropped images as .jpgs with a quality setting of 50. I have found this to be a surprisingly impressive setting for reducing size while still keeping detail quality, and the result is a complete (for now) Vivre Card collection that is under 900 MB. Since there is no separation by pack, files are in order of the card number(s) they show, and I have removed the "F" or "B" for front/back in favor of "-01" or "-02" to allow more numbers for characters with multiple cards.
I'll check back when I return home from work this evening, have a great day everyone!

You're welcome, of course! I will work on uploading the full quality originals and will post links when I finish so it will be easier to have one post with everything. I will miss new packs after August, but am glad I will not be behind in scanning these! If you would be willing to wait a few more weeks for the originals, it might be best to post all the links after I scan the last two packs… for now.
I decided to crop because it looks better to me when a set of images are the same size, it feels more professional without the empty edges too. I don't want to harm the artwork of course, but it's VERY minimal at the edges and makes the collection look much better in the end (I think). And yes, I am a little jealous of everyone with cards in your binders, I returned mine straight to the packs after scanning each time. I know myself, if they were not sealed away I would find a way to have an accident and damage them. Better to scan and enjoy on my tablet/computer, haha!
