Burgess is going to have a hax fruit before OP is ending and SH's fight BB's. His quest to a powerful devil fruit is a thread going on for years now.
Til now he has been only a pig-screaming lucha libre champion, very pleasing to see him obliterated. By the end he will be pretty awesome. And still he's going to be obliterated.

I believe it totally depends on what fruit. Logia's in general are regarded as the strongest type for a good reason, and I'd say it's hard to deny. There are also other fruits that any weakling could get and instantly become a threat, i.e. the Gura Gura no Mi. Of course, the stronger you are, and the more used you get to the fruit, the more cleaver you use it, you'll obviously become stronger too.
Caribou was pretty inexperienced with his Devil Fruit and while he was able to do some hax moves his inexperience was exploited pretty easily when the Straw Hats stuffed him in a barrel and Pekoms one-shotted him.
And while the Gura Gura no Mi would obviously be pretty powerful, it's one of those abilities that can do just as much damage to the user as it can others (like burying them or submerging them), so a great deal of training is required.

Also, I highly doubt Jack and Cracker would 'lose to Sabo like fodder'. I know Sabo is a beast, but honestly, I doubt he is so much stronger than those guys that he would destroy them. He would barely beat them at best than anything, or even lose, and versus Marco or Bobbins or whoever Kaidou's strongest subordinate is, he'd probably lose comfortably.
Are we talking about the same Sabo who felt comfortable taking on an admiral? Most wanted man's pupil?

Maybe comfortably was the wrong word? I meant they would beat him; I'm just not sure by how much. Nothing Sabo did in Dressrosa truly impressed me and made me think "wow, this guy could take on an admiral and put up an amazing fight". Of course he 'fought' Fujitora, but Fuji was only stalling for time, and Sabo was actually giving it his all and only got Fuji to take him seriously (but not even truly so) after doing just that

I extremely doubt there are any major/powerful individuals designated with patrolling a deserted wasteland regardless. While it's impossible to know what he could find from our perspective as readers, the ruins of a Revolutionary HQ can leave room for many clues, whether it's trying to keep tabs on BB or wanting to make some sort of contact with Dragon. It could even be just to scan how the damage was leveled out to see if it's likely that the Blackbeard's wrecked the Revolutionaries in battle or if they left in a scorched earth policy fashion. And to be fair, you can ask the same thing about Ace going to random islands like Alabasta to ask people about a pirate without a bounty named Blackbeard in such a huge ocean where any traces he he detects will likely be off of a coincidence. Also, Shanks doesn't even have to find anything. It could just be Oda trying to hint that Shanks is going to get involved with Blackbeard and/or the Revolutionaries in some time in typical cover page hinting fashion, like how Ace's cover story was meant to keep his existence as being memorably relevant in the manga so that people could still remember him during his fight with BB after Enies Lobby, and how the Blackbeard Search will make some sort of unknown breakthrough in the future.

A bit disappointed Luffy needed to break out G4 so soon. If he needed this to take down on of Big Mom's minions, he has nothing left to protect his crew with when Big Mom inevitabally turns her wrath upon him.

Searching that place to find the Revolutionaries, you mean. Who are long gone now. There's really no reason why anybody above being a Vice Admiral would be there with much more pressing matters regarding actual concerns for active events. Their pnly possible goal there should be to find anything that leads them to the Revolutionaries and maybe the Blackbeard Pirates as well. And Shanks' MO is to frequently travel and do things in person. He's the one Yonko that constantly travels and never stays fixed at a certain HQ. And your argument for WG authories being there counters your own point about sending scputs there because they would likely be caught and captured. Shanks' main crew members and himself would not.
Shanks would go through lengths to keep tabs on Blaclbeard's activities. We saw him talk to Whitebeard about it. We saw him face the BB Pirates at Marineford ready to fight if BB decided to take the offensive. Dropping by an island as major as Baltigo to check out where Blackbeard caused destruction is not a stretch. Shanks cares about major world events and the balance of power. It's why he met Whitebeard and it's why he came to Marineford to stop furthet bloodshed and confront Blackbeard, not to mention intercepting Kaido who was also travelling there.
Whether Shanks does find something or not doesn't even matter that much. The point of this cover story is to show how the various people associated with the Straw Hats are doing while checking out the new bounties. And every cover story ends up being relevant at some point whether we can discern how it could work into the story or not at first glance. The only cover page that seems to even hint at a future plot thread is the Fishman Island one where we see the straw hats making commerciak success and most likely playing a role in the premonition of someone wearing a straw hat destroying Fishman Island. Having the Red Hairs show up in the "ruins of certain island", as noted in the title, draws attention to the fact that the island there on is significant in some fashion. And what island do we know is in ruins right now? Baltigo. Pedro even explicitly says that the island of Baltigo is in ruins while reading the news aloud. And who caused the destruction? Blackbeard, one of the Yonko who has a major establisjed link to Shanks past and has his worrisome attention as seen pre-timeskip. And the island belonged to the Revolutionaries, a major power in the balance of the world and the future, which Shanks is interested in protecting.
It's not so hard to put 2 and 2 together. The point of showing the Red Hairs in such a peculiar situation by Oda is to draw attention to what future events may transpire concerning them. Actually, doesn't your point about Blackbeard being well known at this point compared to Ace's search work on my argument's favor because it makes it more likely that Shanks will find something to teach him about Blackbeard's plans and whereabouts since he's well-known now and making major plays that will even draw the WG'S attention? That makes it much more likely to find something to connect the dots
And actually, I just realized something that Shanks might find out about. Weapons. As seen in Dressrosa, the Revolutionaries were investigating Doflamingo's arms smuggling operation to put a halt to the corruption and brought a bunch of weapons back with them. And when they returned to the base, Koala asks Dragon about the mysterious metal called wine steel used to make weapons and how it aids in finding out who made them. And Burgess called Lafitte and Shiliew to tell Teach to invade specifically to gain a lot of weapons stored there.
If Shanks looks into the whole deal with the weapons on Baltigo and either finds evidence of some originally being there and/or the Blackbeard Pirates coming specifically for the weapons, then thar gives him a heads up that Teach is gaining various arms of mass destruction for some type of initiative/power play. Which would then cause Shanks to most likely investigate more elsewhere and find a way to act against Blackbeard's plans. Heck, he has the power to even beat and interrogate any WG agents on what they found and secured if they are there if you're that sure the WG has it under lockdown.
Does that make sense? I doubt that Oda specified they were within the ruins of a "certain" island in a clearly suspicious manner diction-wise for no reason. And Oda is clearly building up a conflict and serious battle between the Red Hair and Blackbeard Pirates, so this is just him building that confrontation up by giving them present means to make contact. The evident canyon landscape the cover page shows is even reminiscent of Baltigo being in a very similar vast and arid wasteland for acting covert.

Ooh, good point. I didn't take that into account. However, it is possible that they get reprinted and/or the Red Hair Pirates either got it later due to distance or simply not being able to get access to a News Coo soon enough.
I remember when Luffy and Zoro's Alabasta posters made it to Igaram at the endbof the Alabasta arc. Yet all of the pirates during the Jaya arc, which at least took place a few days later, thought Luffy's bounty was still the $30,000,000 amount from East Blue. It was only during the night Bellamy got defeated that the News Coo came and delivered Luffy's $100,000,000 and Zoro's $60,000,000 bounty updates to Jaya's vicinity.
So bounties are likely regularly reposted/reprinted. They don't all have to be delivered everywhere in the same day.

When people talk about them they are usually referring to the Eleven Supernovas. And Blackbeard's crew just managed to catch Whitebeard at the right time right after Whitebeard wrecked BB, which isn't really a display of power.
Fact is, much like the Shichibukai, the Supernovas are all extremely varied in power. But none of them have proven themselves able to hang with the Yonko.
