Long story short, there was an uprising coup attempt. Officials there asked twitter to give them information on those that organized through the app, and Brazil has VERY strict laws on this because it's had multiple uprisings in the last century.
Elon says no, "free speech lol" refuses to pay fines, and closes the Twitter office in Brazil so they can't contact anyone there.
Brazil leader is not prone to empty threats, so he's going to very very likely shut down Twitter there flat out, so everyone is looking for other options. And Brazil is the 6th largest twitter base in the world.
