Okay so there seems to be some misunderstanding here, seastone acts differently than being submerged in water, and Logias are different to Paramecia fruits.
If they are indeed seastone cuffs, then if Sanji shot CC, it would hit his real body, because they stop logias using there abilities. We can look to the war to see this, what was the point of puting Ace in seastone cuffs if then shooting him wouldn't work ?
Crocodile seems to have mastered his DF, meaning that he doesn't have to think to transform, but we have no idea if that is the case for Ceasar.
So, that coupled with Sanji being able to use Haki, makes it a real threat.

Haki can be in flying bullets, refer to Ben Beckmann vs Kizaru (logia user) Sanji can, maybe to a lesser extent, but I refuse to believe he's weaker than Kinemon who can use it as shown in dressrosa.

First of all, seastone definitely cancels the logia even passively being their element. If it didn't, then good luck cutting fire's head off (Ace).
Seastone nullifies the ability to actively use one's powers, but not necessarily what the user is (see Luffy)
Therefore logias aren't, by default, their elements - they do in fact have to transform into their elements, even if this transformation can be lightning fast (Enel pun, but also his CoO allowed for this) or can become automatic through mastery (Crocodile).
Luffy, on the other hand, just is rubber. No action, reflex, or mastery necessary.
I think I took a lot of my information about Logia's from Enel, who said - I believe - "I AM lightning." Then again, he also had a literal God complex, so maybe taking his word for what he is is a flawed methodology :ninja:
Theoretically, then, if you hit a novice logia without using CoA and without him expecting it, you could actually make contact (though Enel would avoid with CoO, Crocodile through his mastery and thus automatic transformation, etc.).
Also: I can't believe I completely forgot about the kuja warriors and their arrows….
But doesn't seastone only affect the user's ability to actively control their powers? On the other hand, your point combined with Mr0's becomes quite powerful, I think. Let me see if I understand correctly:
