diloul seems to be up to something in that regard. His post right above yours being proof. He and his connections to MFC are probably your best bet.
It's impressive in a way how every time I come back to check this thread 1up has managed to do something even worse in the meantime. Not only is he refusing to send out figures- thus stealing money from people- but now he went as far as to take Lou's MH-certified distributor logo. Absolutely unbelievable how low 1up has sunk and that he's fulfilling so many cliches right now with his actions. Oh boy…

Open up a PayPal dispute, even if the transaction was done a while ago. Open up any and all that are unfulfilled, as far back as you can go in your history. Then call the PayPal customer service number and warn them about OneUp.

I'm quite worryed about how things are going. I've always believed in this shop and I've always received all of my orders, thus I still have 5 items ordered from it. Robin Dereshi and Trunks MSP the ones which should already have been out, but I'm used to some delays.

That is the case in my experience, you only have 45 days. There is no harm is contacting Paypal though, hopefully something may be done. If enough complaints go through he may have his account frozen, etc.

You can open a dispute even if it's past 45 days, sometimes they will help.
I opened one because I couldn't contact this person who told me that they would refund me anytime I needed because I paid them A LOT of money to make something and right before they were almost finished, they had a sudden an emergency and couldn't finish yet. This was 2 years later, and they still ruled in my favor because the person kept claiming they sent it and had receipts when I had messages saying they didn't have it finished and just to request a refund when I needed it.
But that was a special case, it may or may not turn out like that for you, but I've seen them respond and rule on stuff even outside of the 45 day limit for other people. It's worth a shot.

You can still open a dispute. And then make sure to call the customer service line (the longest wait I've had ever was a couple minutes) to confirm that it has been brought to their attention.

Received the "Marco MAS", last week.
Shipping took a while, but it came in perfect condition and the best without import tax.My preference for TGS are the prices, but especially when the packets it enters the country, hardly pay import tax. Since the other stores, usually end up paying 60%, 70% of the figure again in tax.
I hope he can solve these pendencies. And the TGS back to how it was.

If you order from japaneese shops like Nippon Yassan or Big in Japan, you don't have to worry about taxes and custom.
Not to mention, GLS don't offer free shipping anymore. -
What makes this whole thing worse is while he is still sending out orders and taking new pre-orders, he's not resolving the standing problems.
I know when you have a store, and you want to be really profit driven, taking a little break hurts but he would've retained his customers and probably gotten more business if he had taken the time to stop orders for awhile and focus on resolving these issues and getting the items out instead of pushing them to the back as newer stuff was released.
Though I don't know exactly how it works, Louis might can shed a little more light on the process, but what exactly happens if a store has paid for a shipment from the manufacturer and the shipment is ultimately cancelled or delayed indefinitely? I can understand how deposits are non-refundable because the store needs to pay for their shipments but does the store not get reimbursed if the item doesn't get shipped to them?
Or IIRC was this more 1up sent out the final invoices, everyone paid, but then the product never got shipped/he technically "apparently" didn't receive the items/the orders he actually DOES have the items but still hasnt shipped them? Because that's not cool. I understand the risk of the non-refundable deposit if the store is not compensated when they get shafted (though of course, kudos to people who will refund everyone that placed a deposit down anyway, but the logistics otherwise I can totally see if there is no refund for the seller) but why send out final invoices when you dont even have the product in hand yet?? Or it's not even remotely ready to ship?

Yeah, that's my greatest fear… especially since I ordered a limited edition. Damn. I wonder what will happen now. Hopefully I'll still get it, there's no one doing anymore preorders on it.

Imagine you own a shop and you have a dozen of differents figures ready to ship and you are late. Would you take the "older figure" and send it to everyone then process an other figure or... ship a little of everything and have all figures delayed ?
No the real problem is that he don't have officials channels to get his stuff and/or he's a bad payer. -

You could check your country tax law. For example in my country, any import beyond 50 USD would be charged with custom.
BIJ and Nippon Yasan could do you a favor by lowering the value of the product at custom clearance. TGS also did that.
So usually I would write a comment on my order at BIJ/Nippon to lower the value of package to less than 4000 JPY to avoid custom.AmiAmi, HLJ won't do this because basically it's kinda "breaking" the law.
Regarding 1Up keeps receiving pre-order, Louis explanation is right. He certainly wasn't screwed by his supplier. I would guess the reason he didn't refund the Levi pre-orders was because he never paid the pre-order to the supplier at the first time (the supplier definitely will refund unfulfilled orders). Probably he just has a good relationship with one of the authorized distributors in HK and "pre-ordered" items from them without paying any money in advanced (it's doable in my country and I did this too).
And the reason he still receives new orders (for the deposits money for sure) is to pay out the older items that have arrived at his distributor friend.He still randomly sends figure to some of his customers but not to all just to keep running this fraud scheme (receiving new deposits to pay the older orders).
Of course my above opinion is guess work but I happened to find the same scheme carried out by some of the online re-sellers in my country.

I ordered some in-stock items from GLS a couple of times and on the customs sheet it was always severely undervalued, even though it doesn't matter in the US.

Exactly. For some countries you won't be charged by custom if the value of import is still under the amount limit set by custom.
GLS do that every time thus some people outside of US aren't charged by custom. But there's a risk when your package goes missing/damaged. You could only claim to the postal service the amount (undervalued one) written on custom sheet. -

That's my case. I don't mind waiting months if I can pay less since I have to choose wisely what to buy. Thus TGLS was a great thing to me and allowed me to buy a lot of new figures when italian prices went up too much and I wasn't able to instant-preorder figures from japan sites (including paying high taxes when items arrive in Italy).
Now that he has to make pay for the shipment is quite a problem for me, in fact this year I didn't preorder a single POP except for Ace and I don't think I will be able to keep buying new POPs on release. I'll just search on ebay and hope to find for a good price some figures I don't own.Who said he has received tranking number/figures has given me a great hope, I was really afraid of not seeing my items but now I'll just wait a bit more as I always did, and everytime my patience was rewarded.

Does anyone know how to shut down his Facebook page? He is constantly updating, meaning business is open for him. He is constantly posting about preorders, keeping his scam running. I have tried reporting them, but it does not let me explain the situation. Does anyone more Facebook-savvy know how we might proceed with this?

I understand why Louis did what he did, and he got his site closed down for that matter. But banning him from here for stealing intellectual propriety it seems kinda ironic, considering this forum lives from stealing intellectual proprieties each week. But that's just me I guess.

You knew that he was not an official distributor from the start, he never said otherwise and yet you agreed to order from him knowing that what he was doing was not legal. You knew that he was getting his figures not from legal channels and yet you supported him by placing your orders with him. We even asked him (and other shops) to undervalue packages knowing that was also illegal. I don't see you buying from your local shops and supporting their honest business or paying your country importing taxes to support your custom fellow honest workers. So don't come to me showing moral supperiority, because I just won't buy it. I'm sorry if you got your butt burned for promoting the shop on French sites and you are angry about it. It was a risk and it backfired at you, but I'm sure 1Up didn't tricked you to do so.

Oh and not being an official distributor and sell isn't illegal at all if you buy from an official wholesaler like Abysscorp do for european locals shops but mention it on your website when you are not is scaming.
