Well the chapter isn't starting slowly, it sets things up. Also the star system works well, turning the people against the SWs. So what if Luffy and Law have a higher bunty? Even if someone catch them here, they have to turn them on to DD, they can't get them to a prison or anything
OK naybe the star system is fine, but the chapter do start slowly, the "seting things up" is slow, several pages of DD saying: "You will all die" "You will all fight" in various ways.

Its not that fuji and marines can't touch DD but more that they think that it will take longer to fight with 2000 DD family members + officers + DD than to catch 12 people. It makes sense cause it is faster so civilians will strangle less with the current situation. Plus DD is a Shishibukai

If even Tashigi can strip Crocodiles warlord status on the spot, the guy outspokenly opposed to a) the Warlord system and b) civilian casualties, should be the first to seize the chance to go punch Doflamingos head off.

The "Reason" is inconsistent with was previously presented in the story, as Daz pointed out.
Pretty sure Fuji is going to help the Strawhats in some way. Telling his marines to go after Doflamingo would basically kill them all. Fuji is the only real heavy hitter that can survive such an encounter. While he might not actually attack Mingo, I'm fairly certain he will help set a positive stage for the Strawhat Alliance fights.
Still find it hard to believe any of the ex toy would take anything DD says seriously, like hell he's going to give them any money. It not as if he's a very trust worthy person is it.
I know more about One Piece than you FACT.

Sorry for all the rant, i cannot express enough my disappointment toward this newly assigned purple tiger. You might as well go assign T-bone as admiral, less power, but MORE principle and sense of JUSTICE, which is a fundamental quality of a law enforcer.
