I think Naga meant that they were thinking "well, 9 members for the 9th police squadron. That sounds logical." That's what I did at first, at any rate.

Actually CP9 does not mean there are nine members inside. The number 9 refers to the organisation being the 9th one. Besides CP9, there are CP1 to CP8. It's being mentioned in volume 36 or 37.

Well I think Oda did it on purpose, but yeah I think in general each CP cell has any number of members. CP9 just happens to have 9.

If I remember correctly, there are officially 8 Cipher Pols, each one watching over one of the 8 sectors of the world. The 9th one is the secret one that exists only in secrecy. So it isn't about member count, it's about region.
