Well, he's saying that all the east blue arcs put together are considered an East Blue "Saga", since you stated Loguetown, Sabaody and Impel Down in response to my Skypiea Saga post (the latter two being whitebeard war).

Yeah i know all of that but its a fact that except Skypiea or Alabasta (whatever you choise) we have this "rule" until now
If you have to make multiple exceptions, its not a very good rule.
A pattern isn't a pattern if you have to constantly say "except for that part".

And Baroque works with little garden and Drum and Laboon and Alabasta has two people, plus the technical Vivi and Carue... but Drum actually had nothing to do with Baroque works other than Vivi being in there but it was still in the middle...
and Jaya/Skypeia arc had none..
and Water 7 had a new one but an old one also rejoined
....and then Thriller Bark was just one story so not an actual saga but it took a year a guy joined and then no one for the next 6 locations.... wait, if you count Thriller Bark as part of the war it covers the next 7 arcs!

East blue had four characters join. Baroque works had Chopper and Robin. But no matter how you look at it, its NOT a pattern. 4, 2, 0, 1, 1, 0, 0, 0, partial, is not a pattern.
Neither is 0, 1, 1, 0, 1, 1, 0, partial, 0, 1, 1, 0, 0, 0, 1, 1, 0, 0, 0, 0, 0, partial.
Either there's a lot of little adventures that don't have joinings, or there's at least two big "sagas" where there's none, and Thriller Bark doesn't fit as a saga at all, and the entire war is a mess. There is no pattern.
At the start of the series there was, sure, they got someone new on the ship with practically every story. (But not EVERY story! Gaimon was in east blue for that ONE CHAPTER story and he didn't join! And Coby didn't join either!) But that hasn't been the case for 11 years.
