One weird thing I've noticed is that One Piece doesn't have any canon female brunettes (canon in the sense that Oda colored them before the anime did). O_O
I hope we'll get at least one before the end.Actually, brunettes seem to be a bit rare in anime in general. Tons of blondes, tons of black-haired chicks, tons of weird hair colors, but not many brunettes (as in brown without any shades of other colours). And you never ever see a character with mousy hair. xD

In the anime, he/she had a feminine voice. Also, "Haruta" doesn't strike me as a masculine name (even though I know shit about Japanese-sounding names). I admit that the flat chest threw me off for some time, though…

Yep. Miss Goldenweek is a redhead.
And we have more important pink-haired girls than brunettes. It's kinda baffling.
EDIT: This is the only brunette I can remember from the top of my head. Not sure if canon.
We don't know Haruta's gender for sure. I'm actually one of the few people who believe Haruta is male, mostly because that "he" is completely flat-chested and doesn't have typical "female eyes" with enormous irises and lights. The female seiyuu was only a thing the anime added (and Luffy, Fukuro and several other people also have a woman as their seiyuu).
But even if "she" happens to be a girl, the volume 57 cover still makes it look like Oda intended "her" to be blonde/white-haired. Marco has sort of brown hair, and his hair has a much darker shade on the cover. -
