I honestly just skimmed after the Pain arc or so. Wasn't as appealing as part 1, and the ending to the Pain arc was a giant retcon. I read chapters on occassion when the forum's in a particular uproar, but I haven't even skimmed much since… 600 billion exploding tags and okamadillo penis.
Anyway, your question has a logical answer to the point I'm not sure why you're asking it, but yes, if Naruto didn't have bad parts (mostly... Sasuke retrieval onward imo), it'd be good. Edit: though I suppose you could be asking "if not for the bad parts, would Naruto be good or just okay?" but still, it was legitimately enjoyable up until a point, then it trailed off, got laughably bad, and then I just kinda lost interest.
