What's indisputable is it isn't "funny" because of being satire.
Maybe you enjoy the gag-manga hijinks, I don't care about that. Nothing about the humor is good satire, hell, it's hardly satire at all because it honestly seems like what is going on has nothing to do with the countries in question.

Now seriously, it's a gag manga. The characters have no value. They're paper thin jokes by nature, I hesitate to even call them characters. They're sketches that argue and miscommunicate or whatever is funny to you.
Ignoring even my personal beef, it's worthless to bring them up here because there's no substance to compare them with anyone from an actual narrative story like OP.
And about my beef, it's hilariously dumb to see people throw around names of places like this like they know anything about them.
