Thank you dasia and Reyairia, yes, I was trying to establish the ways in which this arc had been mentioned or, if you will, built up and foreshadowed by Oda to be a big and important arc, GoustiFruit. The people and connections I chose to mention were meant to support that point–though I didn't always go into detail about why. Sorry if I wasn't clear about that.
And you are, of course, correct that WB "declared" the island to be under his protection, as opposed to "agreeing" to make it so, as far as we know at this point in time. Of course there is the point that it is the main entry-way to the NW for all pirates, and that in and of itself may be reason enough, yet, I have a nagging suspicion that there is more to it... As I stated earlier, it is speculation, and doesn't really affect my main point, so feel free to disregard it.
On your other point about WB, though, I would argue that WB's dream was to have a large family--he never said anything about wanting to live in a "pacified world." Perhaps it was a poor choice of wording on your part? Being pacified means either being soothed or brought back to a state of peace, after being upset or angry--which more or less implies a war-like state existing prior to the pacification, or using force to make someone accept your rule. While WB clearly has no problem with fighting when necessary, I never got the impression that WB was interested in bringing peace to the OP world through conquering it--the war he openly mentions is the one that will come about due to the "Will of D," and is not one of subjugation of the people, but seems to be rather one of changing the Gov't and it's corrupt ways. I think you may have been going for something more along the lines of "peaceful" world, since in that case there remains the chance that the people wouldn't need to be subjugated in order to achieve the peace, ideally.
