I'm amazed people were so invested in those uncut DVDs. Regular anime DVDs (which are already uncut, uncensored) have a tough enough time selling, so it's already a pretty big venture to go out and make an entirely separate release for the small number of fans who somehow got into a show through its dub and want to watch the original while remaining a fan of said dub.
We have no idea why 4Kids stopped with those releases, but given the company is most blatantly driven by profit, it was probably low demand. I'm aware people have made accusations like "uncut DVDs sold more than dubbed DVDs" which are coincidentally the most damning of arguments, but there's no solid proof, and if anything 4Kids is so transparently money driven it seems unlikely. So the only people to blame are a chunk of the fanbase itself.
I dunno. I honestly can't say I ever really saw either of those sets anywhere when they were released. If anything, I'd say the distribution on them were pretty low compared to the other DVD releases. Though since it was FUNi that handled the uncut DVDs, I'd say that would be on them if that is the case.
As for why they stopped, there's word that it may have also had something to do with Japan's side, similar to how 4Kids' YouTube page mysteriously stopped uploading uncut, subbed episodes of the series and whatever was there vanished.

I don't know about fact, but this is a legitimate fear given 4Kids airs its properties on public TV, and most consumers would assume there wouldn't be much deviation from the TV airing on an "uncut" release. FUNimation or Bandai USA never had to deal with this problem because they only ever aired stuff for cable TV, and stuff that wasn't kosher for TV only got DVD releases (yet still got a dub).
Not quite with FUNi's end. Dragon Ball Z, while visually close to being the same in terms of edits, was still a very different show when watching the edited/unedited dub and the Japanese original. Since that was a time prior to online fansubs and what not, the only way most people got to see the original was via VHS fansubs. While not the same in the sense of cut vs uncut dubs, it's still somewhat close when you consider how different DBZ's dub tended to be from the original source material.
Even then, FUNi stopped releasing the simultaneous cut/uncut VHS tapes and movie DVDs because everyone was just buying the uncut versions. The only places that even really had the cut versions were places like Walmart.

It's easy for us to accuse any anime company or television channel of bad decisions, but more factors go into a decision than what's intuitively obvious to us viewers. It's not always because the decision makers are morons.
Don't get me wrong. I'm not saying they're idiots or anything. Just saying most of the decisions themselves have not been wise, such as investing in certain shows in hopes of bringing in audiences and merchandise and what not. Pokemon and Yu-Gi-Oh! were the only franchises they could really profit from in ratings and merchandise. Once The Pokemon Company took all rights and Konami took full rights of the card game for YGO, 4Kids started seeing a massive drop in money.
Licensing shows willy nilly and not doing anything with them or slapping them in their ill-fated online streaming portion were bad moves.
