I just remembered Mr. 5, the freaking bomb-man, attack a defenseless Luffy with explosion 'til Luffy was unconscious, and that wasn't enough to kill Luffy anyway. The big trouble regarding Perona's ghosts was that they incapacitated the target long enough for the zombies to subdue him. Put her alone in a fight, and after she hitting a few times with combos of negative/exploding ghosts, and the adversary will learn her tricks and will begin to dodge and use his/her own powers against Perona.
Perona is a two-trick poney who can't stand a punch to her face, sorry.

Hancock took out Pacifistas with single kicks. Things that were giving the entire Strawhat crew combined trouble. And she was able to hold off Smoker, who easily defeated Luffy. And, the one time she and Luffy actually fought, she took Luffy out like a ton of bricks without much effort at all. I think it was like a single pistol kiss?
Dislike her personality if you want, call her out for being incredibly sexist character. Those are legit.
But Oda's been careful to not show her full abilities, and even still, she's obviously quite strong, even beyond the hax stoning ability she uses for fodder. You don't get to be a fucking Warlord sheerly for being strong among rookies. You get to be a Warlord for having the strength to decimate rookies with ease. Just because main title hero Luffy has stood up to them with sheer determination, doesn't mean any of them are weak or to be taken lightly.
Remember, Croc basically killed Luffy three times, Luffy just had aid. Moria fought Luffy while sitting down, hands behind his back. Mihawk is still untouchable and accidentally cutting iceburgs in half. Jimbei has only been fighting on land, his strength should be ten times greater in water. (And apparently was offered the role to broker peace between the marines and fishmen.) Kuma, with one hand, decimated the entire crew. Twice. Blackbeard is an island destroying monster. DoFlamingo still has the highest stated bounty in the series and clearly has some big stuff going on. And you think Hancock would be in those ranks without carrying that kind of power or influence?
I don't know what point you're trying to argue, exactly. My point is not that Hancock's weak. My point is that we don't know where in the scale of power is she. I expect her to give the current Luffy, Zoro or Sanji a good beating (pretending Sanji would even fight her… let's imagine Ivankov turning her into a man).
I just don't wanna place her in any tier of strength because most of her abilities are incognitas. Is she a Shichibukai in the level of Croc and Moria? Is she in the level of Kuma and Mihawk? How would her fare against Jimbei or Akainu? We have no idea.
Yes, she destroyed Pacifistas, but we didn't see how. For all we know, they were not defending themselves, and her abilities may be the perfect counter to them (maybe they can't resist petrification because they have no will, or her "stoning kicks" can bypass their hardness). We just don't have a basis to compare her to because we didn't actually see what she can do.
