i'd go with konis. the kana for the sound "ko" or "co" is written in western language "ko", so i feel better with it, but i think it's very subjective and you can nearly do what you can (except if oda wrote it somewhere in westerrn language, so we'd have the right answer)

_Zephos already explained it so I'll just at the specifics about it to the info he gave you already.
The Buster Call is a fleet of ten marine warships. It is assumed that these ships are the most powerful that the marine has or at least that they are superior to regular marine ships.
Other then the 10 warships there's of course lots of marine staff on board and 5 marine Vice-Admirals. Vice-Admirals are dudes like Garp from the Coby and Helmeppo side story. They are very strong dudes.

What exactly is a "don?" Because in Franky's flashback, Tom says that word a lot. Like how he marks his ships "with a don," but then, he also used it once in just a normal sentence. Anyone know what it means?
It's a sound effect that manga-ka like Oda usually for impressive shots. Not too sure what Tom meant by it. Someone translated it similar to "like whoa" though, and that was cool.

For me cipher really sounds like number, but that's probably because in dutch it's "cijfer" which is the numbers from 0..9. ("chiffres" in french) However in my course of encoding theory (well actually development of secure software) we have "plaintext (input text) => ciphertext (encoded text)" so a cipher can also be an encoded piece of information.
However I'd probably go with "numbered pol(ice)" too, since they are numbered from 1-9.

True about the Zoro thing but I doubt that the Nami/Red Hair Pirates thing hold any water.
In the first two Romance Dawn versions that came before One Piece, Luffy always met a girl that had some resemblance to Nami. So in this early concepts this girl had some significant meaning to Oda so I think that he just featured here in the first spread as a little goodie for people who´ve read Romance Dawn. It was the very first chapter after all. =)
