I mean, I can guess the counter arguments, but even if Luffy got a logia he still wouldn't roll over the other logia users he's met so far. He'd still be a super strong brawler, and he'd just adapt any ability he had into that style. Add to the fact that Luffy's been creative with his rubber powers (creativity being an interal trait) and I can safely say that Luffy would literally make any DF you can name into a great weapon.

There are Devil Fruits stronger than others, this has been stated time and time again.
Luffy wouldn't just turn a weaker Devil Fruit into something better, even if he adapts it to its style.
Sure, maybe he could have eaten the Elephant-Elephant fruit, and maybe he managed to put it into his style.
But if he, per chance, ate that, HE COULDN'T DEFEAT ENEL, and he would have had much more difficulty beating Lutchi.
Just face it, a Devil Fruit is a outside source, if Luffy never ever found a Devil Fruit, he would have had much more difficulties facing who he faces, and wouldn't defeat Enel for sure.

NO it has been stated that you have ot learn to master the fruit, and Blackbeard is saying even that he hasn't figured it out good yet. Coby would still get OHKO'd by Luffy with Whitebeards fruit. There is more to being strong than just insane attack from a Devil Fruit.
But to learn to master the fruit, you have to eat that fruit first
And there are stronger fruits than others, so before the training part, it is all up to luck
We dont' know how you get it, it isn't inherited or else why is Hancock only one with that type? why not her sisters (only family of hers we know) His haki hasn't helped him do anything he couldn't do himself physically. Meaning he could have beat up those wolfs if not injured, he could have knocked out those 2 guards at Ace's stand if he was close enough. Haki has done nothing like some random powerup that he can beat an admiral now or anything.

have you not been reading the flashback? luffy has tons of problems. First of all there is that whole can't swim thing, then look at his fights against Ace. He is punching himself in the freakin face. Yea devil fruit sure as hell is super easy and hax huh.

hunter hunter isn't perfect either. you are born into a certain class system. Gon if he wanted couldn't learn some aspects, some people are born into the rare catagory where htey can do anythign they want. Its the same as haki, its a random born thing that you can't change no matter what you do.

It's ascended heritage. A common theme in Japanese stories - the main guy always has some kind of advantage, but the advantage is chocked up to the strength of his family so we're not unsympathetic. It makes the main guy look hapless and thrust into a situation he would have preferred to have avoided, given an opportunity that wouldn't harm other people.
Luffy only got where he is based on the fact that some of his friends and relatives are Grand Line (top-tier) powers. All the determination in the world couldn't save Ace, so there's a limit to how far his natural abilities could take him.

Goku didn't have these problems, but then again Journey to the West was not a Japanese story. He gets the problems when DBZ comes along, crediting almost all of his growth/development to his Saiyan heritage. By the time Buu Saga came around, techniques were all but irrelevant, winning was about the basics and raw power.
Yeah, it is a very common thing in Shonen
