Interesting point you raise there. Perhaps (and only perhaps) Teach really isn't thrilled at the war because it might come to soon for his plans. Don't forget that he said he planned it all out how to become Pirate King and apparently becoming Shichibukai is on of the steps here. But he didn't plan to do that with capturing a Whitebeard Pirate meaning if he would have captured Luffy instead his plan would have still worked but there wouldn't be any war comming up. Makes me wonder what Teach's plans are actually.
That was my thoughts too, actually. BB made a plan to become the PK, so we should expect that he'll follow it. The only two steps that were revealed to us were to get the darkness fruit and to become a Shichibukai. Now that he's invaded ID, we know the reason he wanted to become a Shichibukai. Since he'll likely lose his status because of this event, I can't imagine that there was any other reason for trying to gain the position. Shanks alluded to the idea that BB would eventually come for WB's position. If that's in his plan, and he's not taking this opportunity to do so, the only conclusion I can reach is that he doesn't yet have the power to defeat WB.
So concluding that BB has done everything since Jaya in order to reach ID, there must be something extremely important there that he wants. It could be new nakama, but the reason just seems a bit shallow unless there's a very specific person that he's targetting. My guess is that he's after some sort of legendary warship. To be PK requires a crew, a ship, and power. The only things I can think of that he could get in ID are the crew and the ship.

Rob Lucci was the top dog at EL. Hannyabal is the #3 at ID. Luffy smoked him with an amped up Jet Gatling which dropped Lucci. I know the buts, Lucci was already hurt, etc. But seriously, let's not forget that Hannyabal is the #3 of ID and no higher (I include Shiryuu). By the same token, Blueno was the #4 of EL, and it took a lot less to drop him.
It's also not unreasonable to assume that the gap between chief and vice-chief is sizable, it's like that with many orginizations in many mangas. Luffy's crew is more of an exception than the rule. Plus, there's an extra person (Shiryuu) between Hannyabal and Magellan.
