I was going to go on a limb and say that maybe fear can disrupt haki, but the sisters didn't seem like they were hiding fear at all, except for the momentary pause from the king haki. I was hoping it'd send this thread in another direction with people discussing it, but I don't believe in it myself. Let's talk about the possibility anyway. I give it 10% chance.

What the heck has happened to this thread, I checked it a few days ago and it was the 520 discussion, now….......it's full of crap....I feel a lock coming!

yup, maybe she felt really ashamed, it really hurt her pride as the amazon leader or princess or whatever, I think someone had already said this but, she maybe also crying cuz now she had to eliminate her sisters….. or maybe that Luffy had disgrace her, she will want Luffy to marry her.....nah.
The question being, why did Boa cry? A summary of possibilities include:
1. She was touched that Luffy was unexpectedly kind.
Pros: Remember when Robin was crying because Luffy & Co. chose to risk their safety to save her? Something like that. As others have pointed out, Oda reserves the underlip-cry for characters with truly sympathetic stories. It's also very likely that Boa has been dealing with hostile people her whole life, and has found a genuinely kind person in Luffy.
Cons: The jury's still out on what type of personality Boa really has, but I must say it would be a big leap for Boa to suddenly be nice, for all her previous acts of hostility to be a front. We'll see if Oda can make it believable.
2. She was overcome with grief that their 'secret' haunts them to this day.
Pros: Judging from the way Boa was forced to lie to the Amazons in order to clear them from the arena, as well as the fact that she's helping to perpetuate the story of the Gorgon, it's likely that she's keeping her followers pretty insulated from the rest of the world for a good reason. She's probably upset that despite all her power, despite all their efforts, they're still chained to this shameful secret of theirs.
Cons: In order for this theory to be true, the frustration Boa feels now must really be of epic proportions. Furthermore, I don't think a simple reminder as in the present chapter that they have a terribly shameful secret would upset her, since she's reminded of it on a constant basis (the special treatment from the baths, for example).
3. She was ashamed at how weak her sisters were
Pros: Given that the two sisters were second-in-command to Amazon Lily, and that the Amazons pride themselves on being great warriors, Boa's tears may stem from a simple issue of wounded pride. Oda's thrown us off-track before with characters that are presumably crying out of grief, when they are actually shaking with rage (remember Nami after Robin was abducted by CP9?). Thus, her underlip crying may just be a huge red herring.
Cons: Boa's crying takes place in the very last panel, and in quite a prominent way too. It somehow doesn't seem to be Oda's style to mislead us this way, because we would be set up for a huge reveal into Boa's back story or personality, when in truth she's merely upset about losing. Oda has been very careful about letting us down, and has delivered on almost all of his build-up thus far, so there should be something more to Boa's crying.
4. She's upset because now she has to kill her sisters.
Pros: Err. I can't think of any good ones for this theory. Possibly, if I were forced at gunpoint, one support for this theory is that the Amazons have some unspoken of code, whereby if they are defeated in battle, death is the only recourse left to them.
Cons: The secret was never revealed, so the sisters haven't really failed. True, they may have lost the battle, but having to kill them over that seems heavyhanded. Furthermore, they are Boa's confidantes, the ones who share her secret, so I don't think Boa would kill the only ones close to her.
If there were any theories I left out, just append them in, thanks.

I actually think it would be cool to have a "villian" as a nakama on the SH crew... I can see her freaking the others out with her outlandish behavior and comments.. hahaha.. everytime they face someone... Hancock will be like "lets kill him" and Ussop and Chopper will freak out.. and try to stop her from doing it... plus she'll be mean as hell to everyone.. I can see a lot of pleasure and pain for Sanji in all of this.. haha.. look for her to kick him in the nuts.. everytime their eyes lock.. just some wild theories...
Plus that whole "rule" about Shicibukai never joining.. seems kind of made up... i grant you that it's unlikely that a Schibukai would join given that they have so much strength and have their own agendas.. and are really leader types of their own... but a Pirate King needs to be bigger than that... if Luffy is to be Pirate King.. he should be a "big" enough man to have a Schibukai under him as Nakama... I remember when one of Supernovas pointed out that Zoro is not really the type to be under anyone.. and that's true... it's only because it's Luffy that he's under him.. kind of the way with WB and Ace... shows the greatness of WB to have Ace under him.. given that Ace is his own man..

When you finish a chapter faster than you can peel an orange with your teeth, the comparison stands. Bleach is a great series, but the progression leaves much to be desired.
this post sums up my thoughts on 520, it feels like half a chapter, i hope we're rewarded with our loyalty in 521.
I for one hope that this next chapter will take this half-baked ''Boa will Join'' theory and grind it into itty-bitty pieces for once and for all. It would be for our own goods.
