It does make sense. It's a bit confusing because Fujitora is quite the mystery guy, but overall it does make sense really.

That's not the point. Doflamingo is a Warlord, thus he is safe from the marines. Without his Warlord's title, there is no Doflamingo on Dressrosa. That's why it's the WG's fault in the first place.

It's WG. Their obsession with balance won't allow them to destroy it as lightly as you propose.
Yet that balance isnt worth it anymore when it make you look bad infront of everyone. Even more when you have upgraded pacifita, Vegapunk and whatever weapons he will make for them.

I think the WG will have more important issues to deal with Doflamingo's defeat and the upcoming Reverie than an admiral being "incompetent".
