That’s exactly how it is, though. The NW is an unforgiving hell for anyone who is trying to succeed on their own, that’s why most people need to bow to an Emperor so they can have their protection.
If you are affiliated to an Emperor you are free to go as long as you don’t enter another Emperor’s territory.If you are sailing without the protection of one of the big dogs, you are just targeted by everyone and will be dead soon enough. If not because someone raided you, because you will eventually enter an Emperor’s territory (since most of the NW belong to them) and pay the price for it… as Kid showed us right now.
Especially if there are so many of them, they can't ever get too far from Shanks in order for that deterrent to be of any effect.
That’s not how being under the protection of a powerful “mafia boss” works. People don’t mess with you because it will invite retaliation from someone they can’t handle, not because the boss is present to fight in your place.
Also it really doesn't seem to me that Kidd was such an exception, we've seen pirates go at each other's throat more often than marines.
The only reason you have that impression is because the manga follows the exceptional individuals.

I re-read the chapter and found Killer's line about there being also some "famous names" among the bunch that i didn't remember. That makes a little more sense, since there being also strong vassals in Shank's posse makes his deterrent more believable. I was under the impression that the "pathetic" crews made the totality of the fleet, as some sort of over the top statement on Shanks' MO.
