Your question is valad, but to start a whole thread for one little question to be answered. It is not going to promote conversation.
I think, in the OP general section, there is a thread for random OP questions. This would have been a good question for that thread. Also, in the help section, there is a section for random quick questions like this that don't need a whole thread. :)

As stated, making a thread asking if a certain site is down which has no connection or affiliation to this site is not only kinda pointless but rude.
Theres a One liner question thread in the help forum and thats probably your best bet.

Because Too many threads clog up the forum organization. This is a single question that can easily be answered in a single thread like One Liner Questions, instead of creating a discussion, which is the purpose of threads.
How many forum members here actually care about the said site? Meh.
