Oh, I get what you're saying. Old sailors see dugongs/mantees and think they see a mermaid, while the SHs see a mermaid and think that it's a dugong. That's really clever.
I think the sailors who were lost were too drunk at the time, either from all the homosexual orgies going on to keep themselves optimistic, or just sheer boredom.
Course Kokoro could merely be like the Ugly Duckling, where she got the short end of the stick at birth.

I want to apologize to Cap'n Carter for attempting to debase this thread. I originally thought that the joke was obvious, since I realized about a second after reading it, and ensued to ridicule it. It just shows that one cannot use one's own standards to represent a majority.
I did find that amusing ("Du..Du…Dugong!!?"). Though, may I remidn people that (I think) we've already seen a mermaid on Hatchi's cover story, one that looked a bit better than Kokoro. So maybe she was the ugly duckling, though i don't tihnk she matured into a swan...
However this does confirm that Mermaids can survive on land.
