In the first issue of SJ magazine, VIZ state that only Jump titles wil appear between its covers. FMA is not a Jump title in Japan, so it will not be in America.
The SJ in America is created by Shueisha and published by VIZ.
The only thing VIZ do is translate the manga(poorly), add articles in the magazine, and edit out "offensive" material in the manga. They have stated many times in the SJ articles that they can only put Shueisha's Jump Comics titles in their magazine.
Shueisha would sue VIZ if VIZ tried to put FMA in the magazine that is owned by the Japanese company Shueisha.
Shueisha do not own FMA in Japan, so they cannot publish it in America in their magazine.
A different section of VIZ is doing FMA, so be happy it is not the Jump division of VIZ. The Jump division of VIZ usually suffer from poor translations and edited art.
