I think Huon is right about getting run down too quickly every time you have to restart. Let's go with a 5 turn immunity for new players starting NOW. This means if you roll PVP, it is YOUR CHOICE to participate or not. This will give you 5 turns to hopefully level up and gain some crewmates.
I shall edit the first post and make this clear.

Everyone starts in East Blue just to keep it simple. The rule is you can only PVP with other marines/pirates that are in the same sea as you are so that people in Paradise and the New World can't fight those in East Blue.

I was thinking about switching PVP and PVE, yeah. PVP is the most dangerous part of the game, so it would be better to have more PVE to help level up the crew. Since this is a new page, I'll repost the percentages for rolls to see if anyone else thinks some of these should be changed.

The way it is now, Recruit, Training, Haki, Alliance, Impel Down & Devil Fruit (which are all positive) add up to 50%. PVE, PVP and Ambush (which all have a chance to end up negative) are the other 50%. So that's a good balance I guess.
You could change Recruit and Ambush, yeah (especially lowering Ambush seems good), but maybe you should change something else as well then, to maintain the balance? (Maybe lower Alliance? there aren't that many players to make lots of alliances anyway, so it doesn't need to happen often).
I think it would be nice if PVE would be the thing with the highest percentage out of the happenings that have a chance of ending up negative. Maybe you could also add something entirely new which is always negative, but with a very small chance of rolling it; or maybe that's not a good idea, I dunno, haha.
Well, those are just some thoughts… I'm not sure if they are good, but maybe they're helpfull to you :)

Why not lower the Alliance percentage and up the Recruit percentage, Alliances don't seem to be critical in the game early on, and them being more rare would be more consistent with the mythos of One Piece. Where as it looks like most people could use the extra recruits over a single alliance.

I second the decreasing of the Alliance %. While they are very helpful, they have been popping up rather frequently.

Battle Roll: 183 + 27 = 210. 210 > 200 = I win, but only barely… good god.Pinelark and Randy O'Neill are woken from their second round of grog and naps on the same island by the same pirates they had just defeated. Turns out those pirates had more buddies, of a stronger nature.
Pinelark licked his teeth, "Oy oy, instead of all this fighting? Why don't we all just have some grog?" A bullet shattered his cup holding the grog. Pinelark's face darkened. "Nobody... nobody wastes my booze. Nobody. Randy, let's kill 'em."
"Keh what a stupid thing to get mad about," Randy said. He smirked and stepped up with his captain. A short scuffle later, Pinelark and Randy stand, exhausted and weary, but victorious.

Specials: None(I think it should be considered to let main characters escape Impel Down/Hostage with a high enough roll or a number of turns. The issue is if one particular PvP person gets too powerful then they could wipe out all of the other players who are then forced to go through all of the seas again just to catch up only to likely be crushed by the all powerful person at the very end. While I think letting recruits be rotatable between crews is awesome, I feel players should be allowed to maintain their main character. Perhaps a different punishment for them losing is able to implemented, or maybe the fact that they lose crew is more than enough, and that if they're solo, they don't need further punishment. It's worth looking into.)

During the night, the Merry Old Pirates are attacked by a hooded figure. The mysterious person puts up a tough fight and destroys much of the ship in the process; finally they are taken down. Uncloaked, they discover a young woman who admits she only attacked them to prove to her family that she was a tough warrior. More intrigued by her fighting style than the damage she caused, Archiblad invites her to join the crew.

I've revamped the percentage of rolls. Here are your new chances of rolling things:
Recruit: 20%
PVE: 20%
PVP: 15%
Ambush: 10%
Training: 5%
Haki: 5%
Alliance: 10%
Impel Down: 10%
Devil Fruit: 5%With the increase in chances of getting crewmates through Recruit or Impel Down, and with the first five turn safe period, people should be able to build up their crews fairly well before PVP starts.
Another big change, your main character can no longer get sent to Impel Down/Hostaged. I think losing all of your characters, as @Pinelark said, is enough of a punishment. Especially if you lose in the New World and have to fight all the way through the seas again.

I can get behind all of these changes. Really cool. Just wanted to let you know that I plucked Randy O'Neill from Impel Down a few turns ago, that'll need to be updated! Otherwise thanks once again for making this awesome game.
