You keep bringing up neglect, but there's really no evidence of that besides the aforementioned lack of two-way communication. That alone does not neglect make. If Deku tried and she ignored him that'd be a different matter. That's happened all of once to date with these chapters just now. If anything the reverse has happened, since Deku bridge of her initial concerns about continuing at UA.
The scenes Deku shares with his mom give no indication Deku feels neglected or they aren't close to each other.
You're right that neglect might have been a strong word, and it's not like they aren't on a speaking basis or anything, but she really seems to stay out of things concerning his growth and development, except when she feels uncomfortable with it on a personal level. She reaches that conclusion without talking to him and the details of his life and growth that she's missed out on for whatever reason had to be explained to her before she can changed her mind.
My assumption on her character is that she's insecure because she doesn't want to hurt him anymore than she did when she mourned his quirkless nature.

Where did she neglect him? Deku doesn't seem the product of a neglectful parent.
But even if she did make mistakes with him as a kid, parents shouldn't be condemned forever after a mistake was made. There is no such thing as a perfect parent and a parent who is at least trying to guide and protect her son is better than a parent who only gives the child what they want, regardless of the circumstances.
Like, yes, son. Go out and pursue your dream as an acrobat after being hospitalized 10 times and your arms are now beyond repair. Don't give up!
Yeah, I take back the word 'neglect', that was just bad hyperbole on my part, but I can definitely judge her for her mistakes when they're repeated failures that seem to be connected by underlying issues that have yet to be resolved. She had the chance to grow in the beginning and she hasn't yet. She has the opportunity to grow now, but that has yet to be seen. Just because she's trying hard or got dealt a bad hand doesn't make her any better at parenting.
What she's missing is that she's never paid any attention to his growth or development and makes decisions based on who she thinks he is, but only on occasion when it gets to her and not a moment before. If she was paying more attention, she would have noticed red flags sooner, or seen that he's grown to avoid them. Instead, she's making judgements that ignore all of that because she wasn't strong enough to try and make that connection with her own child, too afraid of her previous mistakes to actually make up for them.

I'm pretty confident she would be a nice mother. The wacky society coupled with Deku being born as an anomaly, and the sudden quirk he got, plus All Mighty asking him to stay quiet about is what goes against her as mother.
Also we don't even know for sure what she talked to Deku or not about his days at UA.
Nice =/= good. She isn't literally the weird buttchild of Hitler and Satan or anything, but she does have issues dealing with her child on a parenting level and again, her defining moment early on was exactly those issues.
