They should of at least started close to Water 7, at this rate One Piece wont get really good on Toonami until like December. People are gonna be turned off by it…..

The problem with that was that at this point in the story there is a strong emotional conflict going on. (Especially the big conflict). Most people won't get what the big deal is about a boat or to a greater extent the crew mates, and what they mean to each other.
at least the Davy back fight give some crew mate interaction. And we get to see the dynamics of how that all works between them.

They probably started with the Davy Back Fight arc because Admiral Aokiji is introduced then, and will trigger the main driving plot point for the entire Water 7 Arc.
