Although that probably feels terrible considering how much money you payed for this figure, I wouldn't really call that "broken" - it just unglued and fell out of the peg. I'm pretty sure proper superglue will fix it without any trace of it being separated and will hold it together forever, so you shouldn't be afraid of "breaking" it again.
It's not that simple. I'm not good in this kind of works (in fact i'd buy plastic model, not PVC, if i was) and still there is something broken inside. I can't see very large spots where the glue can be effective, and i must consider the base, if i glue the leg in a not correct position, this couldn't fit the base. Anyway before this i wait for NY answer, i'm still waiting from yesterday.
Yes!! I totally agree, EMS comes w insurance, you should be able to get your money back and/or they should replace the figure. Think of it with this silver lining: you may have just gotten a free POP Franky. If they let you keep that one AND send you a new one, hell, I would even buy the broken one off you no worries and you'd score a profit!
It's not simple that too, maybe it isn't this the place where talk about this but i think that in this case EMS insurance couldn't help me.

Mine came the same way with the same leg loose (box was even slightly dented). I just ended up gluing the leg (it's probably still loose since I didn't have super glue and just used Elmer's glue, ha!) But he's connected to the base and seems stable.
