Uh cause it didn't? If you think that then obviously you haven't watched (or payed attention) to any of the episodes.
I just finished watching the Powerpuff Girls Movie for the first time. I liked it. It was "aw shucks" sweet one minute, "you're a failure" sad the next minute, and down and dirty action-packed the following, and it all blended together well. A pity it bombed at the box office.
Still, I was hoping Professor Utonium (the Mr. Fantastic alternative) and the Mayor would finally recieve given names.

Eh, characters with concelled faces…. well, never reveal their faces. Even if a hugh event for the show takes place, even if it's the last episode, it never happens. Like Nanny from Muppet Babies or Dr. Claw from Inspector Gadget.
So I wasn't coutning on seeing it.

I grew out of PPG around the end of the fourth season, so I never saw any of the episodes made after McCracken left. But I just saw my first one today, titled Mo Linguish. It was kinda okay. It started out good then got kinda dull.
Points to the creators for effort though.

When the first ever Sonic the Hedgehog DVD came out by Lion's Gate, they had Inspector Gadget on the menus. Thank god when Shout Factory released the entire season they didn't do anything stupid like that.

the SNES game for Inspector Gadget was hella hard, likely because there wern't any save points.
You could always use an emulator and save states. That's the ONLY way I can beat Sonic Spinball (yeah I WOULD bring up Sonic)

apparently there's a cheat you can do in the opening that will take you to whatever level you'd like. I managed to beat it a few years ago this way, but I've been replaying it and I'm getting pretty far on my own now.
I remember seeing that picture of Dr. Claw a while back and how it tore out a chunk of my childhood.

Back onto the topic of PPG.
I finished watching the final episode, titled See me, Feel me, Gnomey, which never aired in the U.S. It's pretty incongruous. Here's the summary.
! In this "all singing, all dancing" style full-length episode, the PPG are beaten by all their enemies at once. They begin to wish for a word of peace, harmony, and no villainy. A gnome floats down from the sky on a rose and says he can grant them their wish in exchange for something precious: their powers. The girls agree and the gnome spreads his clout across townsville, vanquishing all evil. Everyone sings about this being the best day of their life, and begin to worship the gnome. Professor Utonium contronts the girls, and tells them that Townsville have achieved eternal saftey at the expense of their individuality, and calling everyone meat slaves. The girls confront the gnome, who zaps them, they somehow regain their strength, sing about the ying and yang (there is no light without the dark, there is no good without the bad, etc.) and knock the gnome off his rose. The gnome falls to his death realizing what he never knew (what that is is beyond me). Then the girls, the returning villains, and everyone else in Townsville band together to sing about getting along for all eternity.
! One thing I noted is that the PPG have to beat up a gnome who, despite several scenes where he looks malicious, isn't evil in any way.
Like I said, incongruous compared to every other episode.
I need to see that episode. I wonder why it didn't air in the US

he was so badass he had a chair with an arm that scratched his back for him
Anyway, it's just a theory, based off how Brain was actually the one solving the cases (Penny never got as much as a beating as Brain) and ruining Claw's plans.
I hated Penny. She was so annoying!!! Like a real 10 year old can go up against an evil syndicate with connections to crime all over the planet and do it with such a monotone manner as if it's something normal like going out for pizza or riding a bike to school. It's so stupid><
I always wished Doctor Claw's henchmen would catch her and show her the consequences of playing with the big boys.
