There was never any proof that he could make someone kill themself. He had to make someone else kill Bellamy, and if he could have made him kill himself painfully, I would think he would have done it, given his hatred for Bellamy at the time.

He was fighting. Just not trying to kill them. It's the equivalent to Ace singing someone with a flame, but not trying to kill them. We still know his fighting abilities, even though he didn't go all out to kill them.

I'd say more of Kuma's power has been shown than Doflamingo's has been shown, since he know his real DF, it's abilities (sorta), whereas with Doflamingo all we know so far is that he can control people, but in a puppet-like way, and we don't know if it's a DF or anything or what it does.

As for Moria, before TB we didn't even know about him. We knew someone was stealing shadows, but we didn't know he was the one doing it.
