Well, as far as I'm aware, in the beginning, because of the various forms of TV broadcasts which were around when TV began internationally, the formats of NTSC and PAL became a standard across the world in developed countries. This was because different TV's were manufactured differently, and probably because of the frequency used in the way it was broadcasted.
Onwards to the era of gaming, and because of these TV and frequency differences, games followed. NTSC is shown at 60Hz, whereas PAL is shown at 50Hz.
! True USA-style NTSC is 60 Hz,
line frequency = 30 (full) Frames/second x 525 lines = 15750 Hz.
Colour subcarrier = 3.58 Mhz
! True PAL is 50 Hz,
Line Freq= 25 (fps) x 625 lines = 15625 Hz.
Colour Fsc = 4.33 MHz.
The differences were subtle, but Japan and America also differed in the way that their NTSC signals were being shown. Nintendo I believe was the first company to region lock game consoles, since the broadcast differences were already there, and it saw it as a way to market to specific areas. It might even be that they thought alot of Japanese games wouldn't retail well in America, and used the established NTSC-U/NTSC-J/PAL coding system for this end, with all sorts of dubs and subs, edits and alterations between the regions. Language also was a barrier too.
Sadly, this also meant that alot of quality titles were never released in other regions, and alot of piracy has occured in the ensuing years to bring things back to a level playing field for gamers around the world.
Eventually region locking has now got to a point where for something like the 3DS, it's used almost exclusively to prevent piracy, instead of language, frequency or marketing reasons…
Blazing hell, I love Nintendo to death, but I'm so sick of the way they continue to region lock, long after companies like Sony and Microsoft know that it only encourages piracy...

oh, i didn't even know there was a new thread. i thought since its the same game, it would be covered here.
anyway, the 3DS is region locked, ONLY if the publishers want it to be, so it is up to Bandai Namco if they are going to region lock it or not. i hope there is a PAL or US release though.

100% agree.
as soon as the 3ds is hackeble i'll do it. it's very annoying to not be able to import. KH bbs sold loads of imports when it was still only in japan.

Yeah, I learned all that NTSC and PAL stuff in film school. What pisses me off is that we're in the 21st century now. Converting video signals is so quick and simple. Not to mention we're talking about a portable gaming system. It's pointless and will only cost them money and encourage pirating like you said.
Which I plan to do as soon as it is possible. I don't know what the point of buying the game and supporting it is when they are obviously trying to keep it out of my hands.

Hmmm, so you've beaten Doflamingo, but have you gotten to the very top of the red tower? You'd pass about 30 PX1's, and there's a bouncing mushroom - you'd get to something that resembles a bell tower like area, and Kizaru's plant boss activator thingy is right there - you go up to it, and there's a cutscene, and Luffy does something stupid, and you have to go back down to the Sunny again to actually beat Kizaru - you get to heal though before you fight him - don't worry -

Basically you need to go through the electric spiders, and find an area where you fight a red-puppet -> px1 in a purple enclosed area right beside another red/white bridge thing.
Go across the bridge and you'll reach an area you need to build a bamboo ladder from. Eventually you'll reach some stairs, meet some marines - there should be a way to go through a cave area, and you'll meet px1 after px1 as normal enemies. There's a dead end you come to, with a hidden mushroom you need to find and jump on (I think it's under a small rock you clear with your pickaxe), and then you'll be on the top-most area - here's the kizaru plant thing - walk up to it - and then you'll have to go back down to the sunny again to actually fight him…

i'm now levelin everyone's moves to lvl 10 and wow nami's rocket horse is soo annoying. thats gonna drive me insane. almost ready to hop on episode 2 though.
Are you doing it in the water part of the first island? (The area where you found the crystal when playing as Robin, Chopper, Usopp, Brook) Its so quick to level everything there.

master nail from franky is like the most spamming attack. i took down whitebeard on boss rush using it. Speaking of whitebeard… I DESPISE HIM IN THIS GAME!!!! I cannot beat him on story no matter what i do and therefore i cannot unlock garp. He is driving me insane!!! (doing it on unlimited mode btw)
i find franky's master nail his redeeming move MN makes his attacks flow much smoother. i was actually leveling most of my chars during boss rush. i know the place you guys mentioned in island 1, but i find the caves with alot of those dolls spawning really usefull to level up some moves.

Franky's an awesome character - he's a bit of a mid-range character most of the time, which no-one else is. Usopp and Robin are long range (and some of Zoro's attacks would be midrange) but everyone else is basically short-range, which feels comfortable most of the time.
Franky's got some of the best special attacks (since they hit very hard, especially Ultimate Hammer), and as long as you lock on and don't move the control stick, you'd be able to hit almost all of the enemies with his Strong Right attack (though timing is important), range aiming for Franky Triangle and Weapon's left.
I find that with him I lock on, don't bother with the control stick too much, and just attack away - though I think that Beans Left isn't very cool.

Agreed - Master Nail rocks - Whitebeard can be beaten, just you need to dodge his specials fairly well - Also, try using Zoro's 3000 worlds over and over again with as little time between them as possible, and SP heal like a mad man - it can take a while, but it's a fairly easy fight -
But, like Garp, Whitebeard is actually more dangerous being far away, than up close, since his running+A is bloody hellish - but trying to get behind him while dodging his A attack spam, then using a special is definitely something to think about
Have you tried using Monster Chopper and Nightmare Luffy during the battle? They may help.

so you can turn into monster chopper. I knew about nightmare luffy i just find it effort to go around getting 100 shadows. I was trying to get chopper to eat 3 rumble balls in one fight to see if that could make him transform. I may have to try that
Looks like the Mechanics for Monster Chopper are different in UC 2 than in part 1. Part 1 you just had to keep spamming rumbles till eventually you got it. (I think he has to be last char too.)

I didn't say Franky sucks, I just said I think he sucks because I can't fight with him. I see how he could be useful, but I just don't like his moves.
Master Nail is ok though. But that didn't change the fact that I wanted to kill someone while trying to level up all his moves to 30.

Hello all. After lurking for awhile, I decided to join the forum. :) I have a question about playing OP:UC 1 & 2, but I'm having some problems and I hope that someone could help. I have an NTSC Wii and I'm using PAL ISOs through USB Loader GX. When I play Ep1, nearly every time I get to a non-skippable, interactive cutscene (e.g. after boss fights, entering a new island) the game freezes and I have to reset my Wii manually. With Ep2, this happens at the loading screen when I try to go to the first island. I was able to get around the Ep1 problems by using save swapping and an emulator, but this isn't possible for Ep2. Does anyone know what the problem could be?

I'm using 249 but I've tried 224 and a few others with the same results.

try using gfx usb loader. and you are transfering the files trough wii back up manager right?
I used WBFS Manager to load the games on the drive and I use USB Loader GX to play them. I noticed that when using 224 the CD slot LED will blink once every 5 seconds like it's trying to load something. I'll try some different loaders to see if that helps.
gfx works perfectly for me so you should defently try that out

and where do you find a upgrade for the vacuum so you can pass green smoke?
the secret boss on the 2nd island is the last secret boss you can fight so don't worry about it yet. vacuum upgrade is on the third island after you defeat the 1st boss

Hmmmm, though I'm no expert, have you tried changing the USB ports your using and ensuring that the wiiconnect24 is off?
I had a serious issue with loading games via USB Loader, as it kept timing out - Even when I tried to rip games off a DVD using the USB Loader, it timed out and ejected the disc - I think it also had the problems of LED flashes constantly too.
I switched to the other USB port, and turned off wiiconnect24, and it works perfectly ever since.
I thought USB Loader GX only works in a certain port anyway??

if you have an sd card with enough space try it with that. providing you format it correctly 1st of course
Doh! I figured it out finally. Even though all my other games worked on it, the hard drive I was using didn't get along with Unlimited Cruise. I just switched it out with a different one and it worked (NTFS oddly enough). Thanks for the help. :)
So, I've been playing Unlimited Cruise 1, and UC is a lot better than UA.
I can so one thing though, it is a bitch to catch a damn fire beetle. Going through the whole damn cave, then finding the beetles on trees guarded by enemies. Could they be in a worse location? Then, if you miss one, your next burns, and you have to go back and fix it instead of trying to catch another one. I knew I should have gone back and saved that time I caught two in one go. All in all, the bug catching is much simpler in this game though.
The Golden Egg is ridiculously easy to get. Like, super ridiculously easy. I've caught 6 penguins without missing once.
I've taken this time before Ace's battle to upgrade the Straw Hats. Unlocked all the basic specials. Can't wait to kick Blackbeard's ass.
wait till you start fishing for seakings i spend a good 10 hours on that.
but my characters now have all 1000 HP so thats awesome. i suggest lvling everyone's moves to lvl 5 before starting on hard.
I've caught three sea kings on my whopper rod. I have two SHs over 400 and two over 300. Franky's moveset was a bitch to unlock.
i got luffy/zoro/nami on 3000HP/1000SP and all moves to lvl 30.
and the rest on 3000HP/1000SP but not at max move lvls yet.
next up would be sanji and usopp.
some moves for brook and even chopper are only on lvl 1 , while most are under lvl 10 with exception of everyone's special moves..
i spent everyday on upping the move levels and it's really annoying, especially AA , that one takes the longest.
all i still have to do besides upping the move lvls to 30, is beat the final boss in unlimited mode and than restart the game all leveled up in normal mode and possibly also go through hard and unlimited mode again.
PS: nami is surprisingly easy to level up , as she does not have an AAA button :ninja:
pfff i am stil in UC 1 i got everyone's hp at 1000 and sp at 1000. i have mastered luffy, nami and zorro completly except the group move. they're all lvl 10 and the other are lvl 6-9 this is gonna take awhile. and then i'll finally start UC2 =D
I have Luffy, Zoro, Sanji, Ussop and Chopper at 1000 HP. Brook is above 700. Nami, Robin and Franky above 300. SP is still pretty low though.
I also tried Boss Rush as soon as I beat the Doom Guardian. Got to Stage 5 with just Luffy, and wound out making it to Luffy before falling.
So i have EVERYTHING done on both games ( i used homebrew to play the European version on my American wii) except for unlocking Gaimon. That guy's a bastard.
the secret boss on the 2nd island is the last secret boss you can fight so don't worry about it yet. vacuum upgrade is on the third island after you defeat the 1st boss
