No, we don't know exactly how strong the VA level is, and I never claimed we did, but we do have a rough idea. We know they are just under the Admirals in terms of rank and we do know they are extremely strong guys. I used VA level because it's the most concrete just under top-tier level we have.

Yes it entirely does. The only characters we know of who are confirmed or are likely to have King's Haki also just happen to be extremely high ranking powerful charismatic people in the Pirate World. Or in Luffy's case the potential(certainty) to reach the top. Kings and Queens who gain followers with whoever they wish. Having this rare Haki is highly likely the very reason these people have achieved such status. This is such an obvious detail you're overlooking it almost seems you are in fact trolling and playing devil's advocate just to screw around. Oda created a pattern and its time you see it.

You're last comment is ridiculous. We(the readers) know for a fact he'll be Pirate King in the end or universally regarded as the closest to achieving it. We were told multiple times in the series he is like Gold Roger, then we learn he has the rarest Haki type. Now that we see Haki isn't even that rare among top tiers, seeing Joz and Admirals with some form of it, this fact should show even more how special Luffy is.
Well, yeah, you're right. My point what that, from an in-story point of view, Luffy does not have the King's Haki because he will be the future PK. Rather, he has the King's Haki because his ambition, spirit, vigor etc have strengthened to the point it's at now.
King's Haki will be his unique quality that serves a crucial role in achieving the Dream we already know he'll obtain. Simply wanting to become PK doesn't mean you will have King's haki or even other forms. If thats all you needed Moria, Crocodile, and Kidd would have some form of it too. Do you really think King's Haki is such a non-big deal Luffy will compete with multiple people with it going up the pirate ladder? When even WB doesn't appear to have King's Haki you have to assume(with everything else) its not something that will be seen even semi-regularly.
**I think there is a misunderstanding here. Let me explain how I think Haki works.
Every one has Haki. Meaning everyone has a certain level of ambition, spirit, vigor etc. Anyone can learn to use Haki, but it takes a special someone to take it to the next level ; the King's Haki. Some people seem to think the King's Haki is something people are born with, I don't. It wouldn't really make sense, since people aren't born with ambition/vigor etc. It's kinda like wanting to be rich or strong. Everyone wants to be rich, everyone wants to be strong. But most people just aren't willing to go through the work required to do so, most of us aren't willing to research for hours among hours or Train until we can't move. Luffy, throughout every adventure has become more and more ambitious. Eventually, his ambition became so strong it started to 'leak out' and affect others. So the people with the King's Haki are simply the "one in a million" who are just so overly ambitious and vigorous that their Haki leaks out and affects others.
So no, just wanting to become PK isn't enough. But wanting to become PK to a certain degree probably is. So, while I don't think every other guy is going to have the King's Haki, I think there are going to be quite a few overall. Will is be a strong part of Luffy's power? Of course, but it's not going to be unique to him. There are going to be other people just as ambitious as him.**
