Draco Meteor >>> Dragon Pulse - it's a ridiculously broken attack as only Steel resists it and it's got HUGE BP. I personally would use Waterfall over Surf if only because of Blissey. I recommend either a Wet Rock or Life Orb. I'd use her as a lead because she can easily punch through holes this way.

If you want to use Endure+Reversal (EndRev), then I personally would make your Lucario better at Physical Sweeping and throw in attacks like Crunch and Swords Dance. Substitute is a good alternative for Endure if you want to block status effects. A Salac Berry is wonderful for such a set as it relies on taking damage and will make Lucario very fast upon activation.

Double Team is cheap so I'd use Baton Pass with it (to replace Confuse Ray, as that's fairly unreliable). I also like using Mean Look with Baton Pass as they remain trapped. You should consider using Taunt (to help setup your other Pokemon), Wish (for healing) or Rain Dance (to help continue the rain) over Moonlight, since that gets nerfed in the rain. Leftovers is a must for Umbreon.
Ho-oh lv. 88 (fav legendary of all time!)

He's banned in competitive play. Unless you're playing against people who agree to fight you with Ubers then don't use him. Currently your team doesn't have anything to fight Heracross so I recommend Gliscor Swampert (I just remembered that Gliscor is weak to water, which ain't good in Rain Dance):

Swampert is a pretty sturdy tank. Waterfall is fabululous in the rain. Use Curse to set up.

If your Umbreon already has Rain Dance, then go for Grass Knot instead. Seriously, super-fast Leech Seed is very annoying and Ludo is very sturdy. You could replaced Charizard with this as it's too hampered by rain.

The 'Legendary' tag is just for flavour, rather than for competitive play. There are plenty of 'Legendary' Pokemon that people don't mind fighting against as they aren't too overpowering (such as the pixies). Raikou actually isn't that great since its movepool is very limited (no thanks for being an Electric type) and what it can do, others can do better (Togekiss has a cheap paraflinch, PoryZ has ridiculous SpAtk etc).
However Ho-oh is indeed overly powerful and is usually banned in competitive play. Its stats are VERY good. It has base 130Atk to go with STAB'ed physical Sacred Fire (which has 50% Burn and 100BP); it's sturdy and special attacks can't kill it; it's also reasonably fast as well; finally its SpAtk stat is very good. It doesn't help that it gets a fabulous movepool so yeah, this thing is too powerful. Point is, Pokemon don't get banned for being Legendary - they're banned for overcentralising the metagame.
Also, Mr Evil is correct regarding the damage mechanics of Gyro Ball - the greater the difference in Speed between the target and Gyro Ball user, the greater the damage. As Lickilicky is slow (and already has sturdy defenses), Gyro Ball will do very little against it.
EDIT: @Mugiwara, I've done more editing now that I've thought through your team further. It looks like a Rain Dance team just because of Kingdra.
